<br />Regular meeting <br />May 23, 2005 <br /> <br />was that Westport was not at fault at all, insofar as the ladder/platform was concerned. <br />Ms. Colquitt clarified that the City did not specify the correct ladder. Mayor Adams <br />replied that this statement was correct. Ms. Colquitt then wondered if the contractor <br />would guarantee their work and if something went wrong, would they reinstall it to the <br />City's satisfaction. Mr. Ollendorff advised that no payment would be forthcoming until <br />the right platform that we now specify is correctly installed. <br /> <br />The motion passed five to two, with Ms. Brungardt and Ms. Welsch voting NAY. <br /> <br />Aqenda Item # 2 - Public Hearinq - Annual Budqet <br /> <br />The 2nd public hearing has been called for this time and place in order for citizens to <br />comment on the budget for the fiscal year starting July 1, 2005. <br /> <br />Mayor Adams declared the Public Hearing open at 6:46 p.m. <br /> <br />Richard Dockett, 6844 Crest Avenue, commended the City of University City for its <br />support of a plan to improve the quality of life in the northeast section of the City. His <br />concern about the budget focuses upon a progress report from the Planning <br />Department and the restoration of the Sutter-Meyer house. He stressed the need for <br />improved lighting in the northeast area, as well. Today he asked for increased funds to <br />further the northeast project. <br /> <br />Mr. Wagner thanked him for his comments on the northeast plan and asked Mr. Dockett <br />if he specifically meant street lighting, and was advised that he did. Mr. Wagner asked <br />him if he was asking for acceleration of this plan. Mr. Dockett said the current lighting <br />was inadequate and improved lighting was needed. The plan states specifically what is <br />needed: additional lighting, redirection of existing lighting and improved lighting for the <br />MetroLink Wellston Station. Mr. Wagner reiterated that the plan was in place and his <br />association is satisfied with it and now it just needs to be implemented. Mr. Dockett said <br />that this was correct. Ms. Brot asked if his association has been working with the City on <br />the plans to restore Sutter-Meyer House or was he just urging the City to keep <br />restoration in the budget. Mr. Dockett said he was working with several groups in the <br />City on the Sutter-Meyer House. <br /> <br />Elsie Glickert, 6712 Etzel, commented that drapes should be purchased for the Council <br />Chambers. She reported that Sutter Avenue has finally been paved and now is the time <br />to turn it over to the County to become a County urban road. Her second point was <br />about a tree ordinance and whether there should be a revolving fund for the removal of <br />dangerous trees on private property. She commented that there are 200 year old trees <br />on many properties in University City. Many people do not have the funds to remove <br />trees. This suggested fund and addition to code enforcement would alleviate this <br />potential danger. <br /> <br />Page 5 <br />
