<br />Regular meeting <br />May 23, 2005 <br /> <br />Ms. Welsch said there were two representatives from University City in Bloom here who <br />wanted to comment upon staffing for their group. <br /> <br />Melvin Kennedy, 7727 Burr Oak Lane, heard that the individual who maintains the <br />mulch pile in Heman Park has retired and wanted to make sure that someone would <br />replace them in these duties. U. City in Bloom relies on this individual quite heavily in <br />maintaining the beds throughout the City. Mayor Adams said someone would report to <br />him on this matter. Ms. Brot said she called the City Manager about this matter and he <br />said there are plans to replace this person. Ms. Welsch said she is pleased to know <br />this. <br /> <br />Mr. Wagner reported a call he received from Bill Passanise who was unable to attend <br />the meeting. Mr. Passanise said that street signs in several subdivisions have lost their <br />night reflectivity and need to be replaced because they are a safety problem. He <br />wanted to know if the budget could contain funds to correct this problem. <br /> <br />Mayor Adams declared the Public Hearing closed at 7:03 P.M. <br /> <br />Aqenda Item # 3 - Tivoli Beer-Wine License <br /> <br />Mr. Ollendorff recommended approval of the revised liquor license requested by the <br />Tivoli Bar. This application was changed to permit only beer and wine by the drink, <br />deleting liquor above 22% alcohol. The applicant also voluntarily proposes limiting the <br />hours and locations for beer and wine sales and consumption in order to address <br />Council concerns. This application was deemed acceptable by Police Department for <br />liquor license law enforcement. Approval should be subject to license ordinance <br />amendment since the 50% food sales requirement in for-profit theaters cannot be met. <br />Approval will contribute to the financial success of this vital U. City Loop business, site <br />of a major national movie premiere yesterday with huge media exposure. <br /> <br />Ms. Welsch moved approval and Ms. Colquitt seconded. <br /> <br />Ms. Brot referred to the wording of the ordinance and asked if this was the time to <br />discuss it and Mr. Ollendorff suggested waiting until the Legislative Docket, but it is <br />appropriate to discuss it now. Currently, the liquor license ordinance allows issuance to <br />a place that has fifty per cent or more of their sales in food. The City Attorney has <br />prepared an amendment allowing the Council to issue licenses for all types of <br />intoxicating liquor to a theatre with less than fifty per cent food sales. Ms. Brot <br />suggested that the ordinance be limited to what the applicant wants. Instead of granting <br />licenses to theatres for all types of alcoholic beverages, she proposed and he agreed <br />with an amendment to authorize a license for sale of only beer and wine. When that <br />ordinance occurs on the docket, the Council should discuss this. <br /> <br />Mr. Wagner said he is glad the applicant modified his request to sell hard liquor, but he <br />Page 6 <br />
