His understanding is that the <br />crowd there is usually not younger, except at the midnight show. The nature of the films <br />shown determines the audience. Monitoring will be by means of a separate concession <br />stand and by means of employee monitoring if there are questions about individuals <br />seated together. Reputations are at stake, so they will be very strict. Every effort will <br />be made to ensure that control is maintained. <br /> <br />The measure passed with a unanimous vote, subject to approval of the ordinance and <br />the issue with not selling alcohol during the late show. <br /> <br />Aqenda Item #4 - 7018 Forsyth Site Plan <br /> <br />The City Manager recommended approval of the site plan submitted by Chabad <br />Lubavitch of Greater St. Louis permitting the conversion of the first floor of this <br />apartment building for use as a sanctuary, library, assembly and related religious <br />oriented uses. Two apartments on the second floor would remain although they may be <br />combined into a single residence in the future. This is similar to other uses in this block <br />which is otherwise primarily residential. Conditions include acceptance of this not-for- <br />profit ownership and that parking shall be provided on premises for visitors, employees <br />and residents and that they be strongly encouraged to use the off street parking to avoid <br />added burdens on the limited on-street parking available in this neighborhood. <br /> <br />Ms. Welsch moved approval and Mr. Sharpe seconded the motion. <br /> <br />Stuart Zimbalist, 8124 Amherst Avenue, the applicant, came to address the issue and <br />answer any questions. This building is ideal for use by Washington University students <br />because of its location. It will have less vehicular use by students and that is why this <br />building is proposed for this use. The impact of the University is felt strongly along this <br />area of Forsyth. <br /> <br />Ms. Welsch asked how many spaces there are, and the answer was currently there are <br />four, but there are plans to add more. They will use the first floor only, and residential <br />tenants will live above. If the second floor is converted at a later date, it will be <br />necessary to pay real estate taxes; if it is used entirely for religious purposes it will be <br />exempt from real estate taxes. She had been concerned about the possibility of this <br />moving parking over to Big Bend, but it sounds like most of the people will be walking. <br />She would like to ask Mr. Ollendorff to suggest to the Traffic Commission that they look <br />at limiting parking as one comes over the crest of Big Bend north, because the line of <br />sight is very poor there. She accepts; however, that she doesn't believe that Mr. <br />Zimbalist's application will affect this problem further. <br /> <br />Ms. Brot thanked Mr. Zimbalist for attending this evening.
