Session 1727, IVlinutes
July 13, 1998

CITY MANAGER'S REPORTS:

Mr. Schoomer moved to add an item to the agenda dealing with a report from the
Mayor's/School Board President's Commission. Mr. Wagner seconded the motion
which carried unanimously.

AGENDA #1: LIQUOR LICENSE PUBLIC HEARING - 6683 DELMAR:

Mr. Ollendorff said that a public hearing has been called for 7:30 p.m. this date and
place to hear comments on a proposed license to sell alcoholic beverages by the drink
at a new restaurant in the new building at this location. Since the restaurant operates in
a number of locations across the country and is reported to have a good reputation for
enforcing liquor laws and since the manager/applicant similarly has good experience,
the license may be granted at this time.

Mayor Adams declared the public hearing open at 7:38 p.m.
Being that there were no requests to speak, Mayor Adams declared the public hearing
closed at 7:38 p.m.

The applicant, Jennifer Hildeberg, 6683 Delmar, responding to Mr. Lieberman, said that
they do plan to sell all kinds of liquor.

Mr. Wagner moved approval. Mr. Sharpe seconded the motion, which carried
unanimously.

AGENDA #2: 82"d/WALTON BRIDGE:

Mr. Ollendorff said that bids came in over twice of the budget and more than double the
engineer's estimate. The low bid is $547,000. By the time engineering, inspection and
soil testing fees were added, the amount would be close to $600,000. The Council had
agreed to spend $150,000 and the Railroad had agreed to pay $115,000. He does not
see any other recourse but that all bids be rejected and that the City apply for federal
funds. The bridge is eligible for federal funding. The reason that this option was not
pursued earlier was because the entire process takes three years. The residents would
have not been happy waiting for three years and also we thought we could afford to fix
it. An application will be submitted in early 1999, with construction possibly taking place
in three years, following engineering. Getting moved up on the federal list will be
explored. East-West Gateway has not been encouraging, however. He believes the
only action that Council can take now is to reject the bids and authorize a federal
application. After extensive advertising, the bids were as follows:
