Session 1727, Minutes
July 13, 1998

Schuster Engineering
Gershenson Construction
Mulligan Construction
Pace Construction
Millstone-Bangert Co.

Base Bid
$559,258.85
$577,239.48
$665,676.91
$663,826.15
$714,386.50

Modified Bid
$547,394.90
$576,573.74
$644,233.51
$658,995.45
$688,201.90

Mr. Munkel said that he remembered that building the bridge to federal standards would
increase the costs substantially. He asked if this extra cost would be considered when
the grant is applied for. Mr. Ollendorff said that it would have to be re-engineered. His
guess is that it will add at least $100,000 to the cost, which is based on previous
estimates. Mr. Munkel asked if we could float a bond and get it done quicker than the
projected three years. Mr. OIlendorff said that a bond issue could be done, put you
need to consider whether it is worth spending more money on even if approved by the
voters.

Mr. Wagner asked that the Mayor and Mr. Ollendorff review, for the record, all the
progress that has been made to get the City of Overland to help fund this bridge. Mr.
Ollendorff said that he had met with the City of Overland staff a couple of times and
they had rejected his pleas for assistance. They have also written to the old Mayor and
City Council and to the present Mayor and the new City Council and an official written
answer has never been received. They met with their staff, the last time, about six
weeks ago and the staff said that their City Council was not interested in paying any
money toward the bridge. Mayor Adams said that he had met with the former and
current Mayor. The current Mayor is more amenable, but his Council is not.

Mr. Sharpe asked about the error that occurred with the cost estimate. Mr. OIlendorff
said that they contracted with the firm, W.V.P., to do the engineering on this job. W.V.P
says that they have not had a chance to analyze the bids yet to give us an answer to
that question. He spoke with the contractors who bid the job and they were confidant
that they bid the job correctly. One mentioned that he might have bid it lower, because
of the specs, but not that much lower.

Mr. Lieberman asked how much we paid for the estimate. Mr. Ollendorff said we paid
$30,000. Mr. Lieberman said we should get some kind of rebate. Mr. Ollendorff agreed
and said if not that, at least the redesign free. Mr. Ollendorff said that this subject is
wide open, because the bridge has to be redesigned and re-engineered. Whether or
not we want the same company to do the work, is one question, and if so, it should be
cheap or free.

Mr. Munkel moved the rejection of the bids and to direct the City Manager to proceed
with federal funding. Mr. Lieberman seconded the motion.
