Ms. Brot wondered if it was possible if we suggest community <br />discussions on some of these topics, just not the International District topic. Any time <br />you do something new and controversial, the more you talk about it with each other, the <br />better it can be. Mr. Sharpe said that sometimes it is very difficult to get the people there <br />that need to be there. Ms. Welsch said that somewhere in the Plan, it talks about the <br />various neighborhood plans and the city’s commitment to getting citizen involvement as <br />the plans are built. She said that Ms. Brot’s ideas of focus groups could fit well in the <br />Plan. Mr. Sharpe agreed. Ms. Welsch said that the International Zone, or what we are <br />calling the International Zone, happened without the City doing anything. This was not <br />a city effort; this happened when business owners came in and received good prices <br />and created it. Our challenge, as a city, is to find ways that we can help this district <br />flourish and not become an ugly strip in a few years. She says that she agrees that <br />there will need to be a great deal of discussion on these issues. <br /> <br />Ms. Welsch asked for a consensus on adding two, nine and ten to the Plan. Ms. <br />Welsch reported a general consensus on adding these items in some fashion to the <br />Plan. <br /> <br />Section C of the ABEP Report: <br /> <br />Ms. Welsch said that much of this section is in the Plan at various points. We’ve talked <br />about the City taking a more proactive role; we’ve talked about, not as much as she <br />would like, about the environmental issues. She would like to see more incentives <br />offered for energy conservation items. Ms. Welsch wasn’t sure if the transportation <br />development item was in there. Mr. Ollendorff said that the transportation development <br />district is already in Council’s economic development policy which has already been <br />adopted. Ms. Welsch continued saying that it seems like the Metro stops were <br />mentioned in a very general way in the 1999 Plan and they chose to keep them in the <br />same general way. She said that in regards to recommendation number two, I-170 <br />corridor development, she isn’t sure what ABEP is saying in regards to the Villages of <br />Wyncrest. Mr. Ollendorff said that ‘a’ through ‘e’ under number two are already included <br />in the Plan. He continued saying that the Mayor had pointed out that part of Delcrest <br />Circle was marked as being removed and he needs to find out why. Ms. Welsch said <br />that part of it was blue for mixed use and she wondered if that was noted on the map in <br />the Plan. Mr. Ollendorff is not sure that the boundaries are in exact compliance <br />between ABEP and the Plan Commission, but a, b, c, d, and e is in the Plan. He <br />believes the Plan Commission is already looking at this. Ms. Welsch asked Mr. <br />Ollendorff about an earlier question of hers during a previous meeting about the ability <br />of doing mixed use at Delcrest and Mr. Ollendorff told her that it couldn’t be done unless <br />the ordinance was changed. She wondered if this Plan is talking about that area being <br />designated as mixed use residential. Mr. Ollendorff is not sure.
