Special Meeting <br />June 7, 2005 <br /> <br /> <br />Ollendorff wasn’t sure about that. Mr. Ollendorff said that one of the Council, possibly <br />Ms. Brot, had suggested that this should be expanded to the south side of Delmar. <br />These kinds of specifics we can get through later. <br /> <br />Ms. Welsch wanted to determine if the Council needs to suggest any changes to the <br />Plan to make sure that the Delcrest property is listed as mixed use residential, because <br />that is what the Council has said it wants. Mr. Ollendorff said that this should be <br />included as a suggested change to the Plan <br /> <br />Mr. Wagner said that this meeting is only about what we want to integrate of the ABEP <br />report into the Plan. Ms. Welsch said that he was correct. This is not a gathering of <br />Council comments on the Plan. Mayor said that he supposed he was correct. Mr. <br />Wagner has some changes to get in the Plan, but it doesn’t sound like this is the proper <br />forum for general comments about the Plan; he supposed that this would be handled at <br />a separate meeting and asked for confirmation from Mr. Ollendorff. Mr. Ollendorff said <br />that he was correct; the Council is only looking at the ABEP recommendations to <br />determine which of those you wish to integrate into the Plan. Mr. Ollendorff continued <br />saying that several of Council has already indicated some changes to him which he has <br />already passed on. He is sure that Council will come up with additional suggestions. In <br />response to Ms. Brot, Mr. Ollendorff clarified that the Council could inform him of <br />suggested changes throughout the entire Plan process. <br /> <br />Mayor Adams had thought that from an earlier ABEP meeting, he had thought that <br />someone had mentioned that the Delcrest area would be unsuitable for mixed use – he <br />might be wrong. Ms. Welsch didn’t think so. Mr. Ollendorff said that the Plan calls for <br />that area to be high density, residential or office. When he reported this to the Council a <br />couple of months ago, several of the Council said “add mixed use”. Mr. Ollendorff made <br />sure that the School Board knew that the Council wanted the first floor to be <br />commercial. At some point, this needs to be in the Plan. <br /> <br />Ms. Welsch moved on to Section C, recommendation number 3, Loop. She mentioned <br />that ABEP didn’t really go into specifics in the report; just some phraseology about <br />enhancing it and development that is in harmony with what is already there. She thinks <br />it is pretty well covered in the Plan. Ms. Brungardt said that she doesn’t know all the <br />politics concerning the work that has gone on to make the Loop what it is today, other <br />than what she hears, because she was not a resident back then. It wasn’t two weeks <br />after her election that she got phone calls from every corner of the Loop and everyone <br />wanted to let her know about the various interests that they were protecting. She really <br />appreciates the work that Parkview Gardens has done to establish and maintain this <br />area. She also knows that there is a great history of certain individuals who carried the <br />weight of this neighborhood through its degenerative illness and revived it and brought it <br />to where it is today. She says that there are considerable development interests of Joe <br />Edwards’ properties and the Parkview Gardens’ group of investors, who work very well <br />Page 14 <br /> <br />
