She believes strongly <br />that it is not fair that the Council is not considering other constituents as has been done <br />in the past in other matters. She said that it was ridiculous for her colleagues to support <br />this adoption without a public hearing; they were not representing their constituents well. <br /> <br />Ms. Brot responded that she believes that she does a good job representing her <br />constituents and she still would like to see this passed. <br /> <br />The roll call vote was as follows: AYES: Ms. Brungardt, Mr. Wagner, Ms. Brot, and Ms. <br />Welsch. NAYS: Ms. Colquitt, Mr. Sharpe and Mayor Adams. Bill number 8797 passed <br />and became Ordinance number 6567. <br /> <br />EMERGENCY BILLS: <br /> <br />1. A bill was introduced by Ms. Colquitt, entitled: <br /> <br /> AN ORDINANCE FIXING DEFERRED COMPENSATION TO BE PAID TO <br />CERTAIN EMPLOYEES FROM AND AFTER JUNE 29, 2005; REPEALING <br />ORDINANCE NO. 6446; AND CONTAINING AN EMERGENCY CLAUSE. <br /> <br />The bill was given its first reading and assigned bill number 8798. <br />The bill was given its second reading. <br />The bill was given its third reading. <br /> <br />Mr. Sharpe moved adoption. Ms. Colquitt seconded the motion. The roll call vote was as <br />follows: AYES: Mr. Wagner, Ms. Brot, Ms. Welsch, Mr. Sharpe, Ms. Colquitt, Ms. <br />Brungardt and Mayor Adams. NAYS: none. Bill number 8798 passed and became <br />Ordinance number 6568. <br /> <br />2. A bill was introduced by Ms. Welsch, entitled: <br /> <br />AN ORDINANCE AMENDING CHAPTER 8.08 OF THE UNIVERSITY CITY <br /> <br />MUNICIPAL CODE, RELATING TO THE FIRE PREVENTION CODE, BY <br />ENACTING THEREIN A NEW SECTION TO BE KNOWN AS “SECTION <br />8.08.030 FIREWORKS”; CONTAINING EMERGENCY AND SAVINGS <br />CLAUSES, AND PROVIDING A PENALTY. <br /> <br />Ms. Brot wondered if small fireworks, like sparklers, were allowed. She explained that <br />her brother had been severely burned by them. Mr. Ollendorff’s position is that any kind <br />of fireworks are dangerous and sets the wrong tone, such as playing with toy guns. The <br />city attorney advised him that the Council does not have the authority to make any kind <br />of fireworks illegal. This ordinance will allow you to regulate fireworks as much as the <br />state law will allow us. Ms. Brot wondered how the people would know of this new law <br />th <br />in time for July 4.
