Regular meeting
June 27, 2005

and that communication would happen between the two board of alderman than
anything else. He said that he would talk to those two individuals first before
proceeding; since there is only two aldermanic wards of the City of St. Louis that border
U. City. Ms. Brungardt asked if this meant that the Mayor would be taking St. Louis
himself. Mayor Adams replied that this isn’t necessarily true; it would just be held to a
later time.

Ms. Welsch appreciates the inclination behind this and she doesn’t have any problem
with it. Her only concern is what kind of timeline the Mayor is thinking about for reports.
Her schedule is not very open currently due to her many engagements. She sees that
th
the Mayor would like for the Council to choose cities by the 18. Mayor Adams hoped
to have the entire Council build a timeline at a regular study session in the near future.
Mayor Adams said that he could see the Council making these relationships as soon as
possible; meeting with these individuals; finding out what’s going on in their location and
trying to figure out needs and whatever else. It is totally open ended. As far as making
definitions – he would see the entire Council doing it and not just himself.

Mr. Wagner accepted the Mayor’s challenge and will take on Olivette.

Ms. Brungardt asked the Mayor what his desired outcomes were in this assignment.
Mayor Adams said that his desired outcome is to move forward on Action Item D of the
Advisory Board on Economic Progress’ report, which the Council has said that they
were in support of, and establish a relationship with the cities on the U. City border
which we will be constantly in contact with; finding out what is going on and trying to
figure out where we can work with each other. This is what the report said we should
be doing and as he read it, he decided that we should move forward with it.

Ms. Brungardt still has many questions. Mayor Adams replied that he is sure and this
will need to be fleshed out by Council in a study meeting – he reiterated that it is a
totally open process and he encourages the Council to flesh it out. Ms. Brungardt
asked if the Missouri Municipal League didn’t already offer any number of opportunities
for us to establish relationships with bordering municipalities. Mayor Adams said not
like he was envisioning, no. Ms. Brungardt asked if he was seeing this as a pilot
program for other municipalities in building relationships with their neighbors. Mayor
Adams said not necessarily, though the economic report suggested that. Ms. Brungardt
said that if we are going to undertake something like this, then it would behoove us to
document it in such a way that we could present it to the Missouri Municipal League as
a study conducted by the entire City Council. She personally would not like to spend
the time and energy that this is going to require unless it actually produces something of
value that can go beyond busy work. Mayor Adams does not consider this busy work.
He considers this a recommendation from the Advisory Board for Economic Progress,
and he assumed that the Council would consider this a worthy task. Perhaps he made
the wrong assumption.

Page 22
