Regular meeting <br />June 27, 2005 <br /> <br />4. A bill was introduced by Mr. Sharpe, entitled: <br /> <br />AN ORDINANCE AUTHORIZING AND DIRECTING THE CITY OF UNIVERSITY <br /> <br />CITY TO ENTER INTO ON BEHALF OF SAID CITY A CONTRACT WITH ST. <br />LOUIS COUNTY MISSOURI FOR MOSQUITO CONTROL SERVICE. <br /> <br />The bill was given its first reading and assigned bill number 8803. <br /> <br />5. A bill was introduced by Ms. Colquitt, entitled: <br /> <br />AN ORDINANCE AMENDING CHAPTER 2.64 OF THE UNIVERSITY CITY <br /> <br />MUNICIPAL CODE, RELATING TO THE NONUNIFORMED EMPLOYEES <br />RETIREMENT SYSTEM, BY REPEALING SECTION 2.64.040 THEREOF, <br />RELATING TO MEMBERSHIP, AND BY REPEALING SECTION 2.64.070 <br />THEREOF, RELATING TO CREDITABLE SERVICE; AND ENACTING IN LIEU <br />THEREOF NEW SECTIONS SO AS TO MAKE THE CITY MANAGER A <br />MEMBER OF THE RETIREMENT SYSTEM AS OF THE FIRST DAY OF HIS OR <br />HER APPOINTMENT TO WORK BY THE CITY. <br /> <br />The bill was given its first reading and assigned bill number 8804. <br /> <br />MISCELLANEOUS COMMENTS: <br /> <br />Ms. Welsch said, in regards to the Mosquito Control Contract, that she knows that the <br />state mandates that the county is in charge of such work, but she hopes that the City <br />will convey to the County once again the resolution that this Council passed in 2002 and <br />reiterate that the County not spray unless there is a real reason to spray and revisit their <br />method of calculating need. Finding one infected mosquito does not mean they have to <br />spray the entire west side of the city for the rest of the season. <br /> <br />MAYOR’S CHARGE TO COUNCIL ON ADJACENT CITY COOPERATION: <br /> <br />Mayor Adams said that in the Advisory Board on Economic Progress’ report was a <br />recommendation on Page 17, Action item D, that dealt with opportunities with adjacent <br />communities. In regards to this recommendation, he has developed a charge for the <br />Council to adopt and move forward with. Mayor Adams said that he provided contact <br />information for all of the cities that were included in the report, except for St. Louis. <br /> <br />Ms. Welsch seemed to remember, which the Mayor may remember better, that many of <br />the cities that he has listed do not border our community. Mayor Adams said that he is <br />only talking about the communities that are listed in the report on page 17. <br /> <br />Ms. Brungardt wanted to find out why St. Louis was not included. Mayor Adams replied <br />that there is an interesting relationship between the City of St. Louis and University City <br />Page 21 <br /> <br />
