Council Agenda Item Cover <br />___________________________________________________________ <br />MEETING DATE: <br /> April 6, 2009 <br />AGENDA ITEM TITLE: <br />Project 1045, “Sidewalks and Curbs at Various Locations” <br />AGENDA SECTION: <br /> Consent Agenda <br />CAN THIS ITEM BE RESCHEDULED? : No, bids are only valid through April 24, <br />2009 <br />BACKGROUND REVIEW: <br />Every two years, Public Works rates sidewalk and curbs on a scale of 1 (failed condition) <br />to 10 (excellent condition), using the Paser Pavement Surface Evaluation and Rating <br />method. By documenting the actual conditions of the pavement, Public Works is able to <br />develop its maintenance budget, make timely repairs and use cost-effective <br />maintenance procedures. <br />Historically, the City sought to maintain sidewalks and curbs at a rating of 6 or above <br />(indicating the concrete is showing the first signs of wear, scaling or cracking and needs <br />routine maintenance). Due to budgetary constraints, some routine maintenance has <br />been deferred. Public Works now only replaces sidewalks that are extensively cracked, <br />failed, faulted and/or pose a trip hazard. Curbs are replaced when severe enough to <br />disrupt drainage or when deteriorated and adjacent to street pavement that is being <br />microsurfaced or replaced. <br />On February 24, 2009 the City opened bids for the annual sidewalk and curb <br />replacement project. The contract allows for two optional years. The optional years do <br />not commit the City to a contract renewal. Multi-year contract may be continued each <br />fiscal year after funding appropriations have been approved by the City Council.
