MINUTES OF UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />April 6, 2009 <br />The Council Study Session, held on the Fifth Floor of the City Hall, on Monday, April 6, <br />2009, was called to order by Mayor Adams at 5:30 p.m. In addition to Mayor Adams, the <br />following members of the Council were present: <br />Mr. Michael Glickert <br />Mr. Arthur Sharpe, Jr. <br />Mr. Terry Crow <br /> Mr. RobertWagner <br />Ms. Lynn Ricci <br /> Mr. ByronPrice <br />Also present were the City Manager Julie Feier, Deputy City Manger Janet Watson and <br />City Attorney John Mulligan. <br />The study session was to review the Economic Development Initiatives. <br />The Council first covered any questions on the agenda for the upcoming meeting. Ms. <br />Ricci asked for the past history of the yearly contract of sidewalk and curb replacement. It <br />was decided to pull this item from the consent agenda until the next Council meeting so <br />more information could be supplied from past history. <br />City Manager Julie Feier reviewed with the City Council the recommendation of the <br />Economic Development Retail Sales Tax Board as follows: <br /> Land acquisitions on Olive Blvd $117,000 <br /> Olive Landscape Improvements (matching funds $140,000 <br /> Parking Lot signs, banners, and electrical outlets in the Loop $113,000 <br /> Community Development Annual Operations $ 40,000 <br /> Parking Lot Improvements (Next to Tivoli over 3 years) $ 60,000 <br /> Funds to implement Olive Marketing Strategy $100,000 <br /> $570,000 <br />The City Manager stated that Council could vote to use up to twenty-five percent of the <br />Economic Development Sales Tax collected could be use in the annual operation costs. <br />Ms. Feier suggested using the amount of $100,000 instead of the Board’s <br />recommendation of $40,000. <br />Ms. Ricci stated she felt that increasing it to $100,000 was not in the spirit of the <br />ordinance. She felt there were other City expenses that needed to be addressed first. Ms. <br />Ricci passed out a sheet with a list of City expenses that she felt needed to be addressed. <br /> <br />
