The second Civil Service Board meeting was held last week, but the lawyer <br />was not present and the questions are still not answered, so we have no <br />recommendation as yet <br /> The next Civil Service Board meeting is set for the fall and is not meeting <br />quarterly,, so the current process causes undue delays <br /> City Charter requires a public hearing once the Board has voted on a <br />recommendation <br />1. What is your understanding of the procedures for a public hearing? <br />2. The City Attorney is on retainer, so can I meet with him and then he <br />can consult the special attorney if necessary to get the answers to the <br />questions raised?” <br />As a University City resident she urged fiscal responsibility. <br />Gregory Pace, 7171 Westmoreland <br />Mr. Pace recommended the City consider moving from a defined benefit plan to a <br />defined contribution plan with a City match.This takes the risks away from the City. <br />Judy Baum, 1126 Wilson Ave. <br />Ms. Baum stated that the City originally came to the residents concerning the buy- <br />out. MSD recently put in new sewer lines to take care of run off from Hanley and <br />now will dump into the creek increasing the flooding risk. <br />Elsie Glickert, 6712 Etzel <br />Ms. Glickert wanted the record to show that she is not dealing with personalities but <br />budget positions as they reflect salaries, pensions and the history of these positions. <br />We have positions that we did not have when we had many more people living in <br />University City. Ms. Glickert’s recommendation for budget cuts was: <br /> Elimination of the Assistant City Manager as when the City had a population <br />of 51,250 it did not have this position. U.City’s population now is around <br />39,000 <br /> Why the need for Assistant Chief of Police or Assistant Fire Chief? We now <br />have four Lieutenants, which previously were Sergeants; three Battalion <br />Chiefs, which were previously Captains all of which are cosmetic titles with <br />higher pay. Recommend the Police Department Bureau of Services be <br />administered by a civilian as St. Louis County. Keep uniform officers on the <br />street not in the office <br /> Directors should live in University City according the City ordinance <br /> Park Department administration could be better utilized at the Rec. Center. <br /> Refuse Department could save $10,000 a year with roll out carts and once a <br />week pick up in alleys <br /> Establish secretarial pools instead of many individual secretaries <br />Edward McCarthy, 7101 Princeton Ave. <br />Mr. McCarthy suggestions <br /> The citizens, City Council, City Manger and the department heads get <br />together for a budget discussion. <br /> Presentation of budget data show revenue matched with expenses, as permit <br />fees matched with expenses and Centennial Commons revenue matched <br />with expenses. <br /> <br />
