The condittion of this pparking lot woould be <br />similar to the condition of an asphhalt street raated as 2 (reqquires an assphalt overlaay). Maintennance of <br />this parkinng lot had beeen deferredd due to Genneral Fund bbudgetary coonstraints.TThis project wwas <br />approvedfor funding by the Econnomic Develoopment Salees Tax Boardd for the currrent fiscal yeear. <br />In 2008, the Metropolitan Sewer DDistrict (MSDD) implemennted a new ccharge to pay for storm wwater <br />services.mmethod uses the amount of imperviouus area on aa property too calculate thhe storm <br />This new <br />water chaarges. As a result, the CCity is now bbeing billed bby MSD for aareas that caannot absorb storm <br />water succh as parkingg lots and the rooftops/foootprint of city-owned buuildings. Thee estimated annual <br />storm watter charge too the City forr next fiscal yyear for all pproperties is approximateely $22,000. Due to <br />this new ccharge, Publlic Works saaw an opporttunity to use Parking Lott #5 as a piloot project to install <br />permeablee concrete innterlocking ppavers. A peervious paveement wouldd help the City reduce thhe storm <br />water chaarges, providde an opportunity to instaall the first “ggreen” parking lot in the City and heelp staff <br />gain expeerience in maaintaining grreen infrastruucture. <br />The existing pavemennt and base course will bbe completeely removedand several courses of different <br />grades of rock will repplace the exiisting base. Finally the permeable interlockingppavers will bbe <br />installed. The paverss will allow thhe water to ddrain down bbelow the paavement surfface and intoo the <br />ground.UUsing pervioous pavers wwill help reduuce storm waater pollutionn and can therefore be <br />considereed “green” infrastructure.. <br />On May 226, 2009 the City openedd bids for thee project andd the bid prooposals weree as follows: <br />BidderAmo <br />unt <br />Þ»²¦Ð¿®®µôײ½ò üïîìôôçíèòðð <br />ݱ²½®»¬»»Ü»·¹² üïîçôôèîíòéë <br />Ì®¿Ó¿®Ýݱ²¬®¿½¬·²¹ Ò±²Îλ°±²·ª»Þ·¼ <br />Benz-Parkks, Inc has nnot installed pervious paavers. Conccrete Design has compleeted work of this <br />nature in oother cities ssuch as Kirkkwood, Websster Groves,, Bridgeton aand St. Charrles and hass <br />sufficientlyy documenteed the required skill, expperience andd equipmentt to completee this installaation of <br />perviousppavers. Eacch of the Commpany’s refeerences indicated that CConcrete Dessign’s work <br />performannce has been acceptablee. Concretee Design is nnot a minorityy business eenterprise. AAt least <br />10% of the contractorr’s workforcee will be minoorities and/oor females foor this projecct. Concretee Design <br />has an A.M.
