Council Agenda Item Cover <br />______________________________________________________________________ <br />MEETING DATE: <br /> June 15, 2009 <br />AGENDA ITEM TITLE: <br /> Solid Waste Fee Increase <br />AGENDA SECTION: <br /> New Business <br />CAN THIS ITEM BE RESCHEDULED? : <br />No <br />BACKGROUND REVIEW <br />: In the FY09 Budget the City established a separate Solid <br />Waste Fund establishing the goal that this fund will be self-sufficient. Revenue generated <br />through solid waste management will pay for the cost of the refuse collection and billing <br />services. Recent efforts toward collection of delinquent payments have brought many <br />customers to a current status in their billings, and these efforts will continue. The <br />collection of long-term delinquencies will still be attributed to the general fund. <br />For FY 10, staff has estimated the need for a 6.5% rate increase for next fiscal year as <br />provided in the final budget. Attached are refuse fee comparisons to prior years. Below <br />is a schedule of projected revenues and expenditures for the Solid Waste Fund for FY <br />10: <br /> <br />Revenue <br /> Yard Waste $77,000 <br /> Wood & Leaf Mulch $14,000 <br /> Solid Waste Fees – Current $2,570,500 <br /> Salvage $35,000 <br /> Dumping Fees $70,000 <br />Total Revenue $2,766,500 <br />Expenditures <br /> Administration $283,750 <br /> Operations $2,178,040 <br /> Leaf Collection $130,750 <br /> Capital Improvement $165,000 <br />Total Expenditures $2,757,540 <br />One other issue related to refuse collection has been a concern. Prior to the revamping <br />of the solid waste ordinance, residents received new carts at no cost when they <br />complained of the poor condition of their current cart. The full cost of the carts was <br />subsidized by the General Fund. In January 2008, the ordinance was changed to require <br />residents to pay an amount toward a needed replacement cart which was $40 for a trash <br />cart and $25 for a recycling cart. Residents have been quite negative about the City <br /> <br />
