DRAFT <br />charging the replacement fee, even though it was lower than the actual cost of the <br />replacement cart. Refuse haulers use either the replacement charge method or a small <br />monthly rental fee to fund the cost of replacement carts. With the experience of the <br />negative public relations found on the cart replacement fee, staff believes a monthly cart <br />rental fee is an easier method for residents and it provides a satisfactory amount into a <br />designated account for the purchase of replacement carts. Since the City has significant <br />grant funding for carts in FY10, the proposed monthly fee will only be $0.40. The <br />attached ordinance includes a change to allow this administrative fee.
