COUNCIL COMMENTS <br />Mr. Wagner asked the City Manager to explain why the Fire Dispatching Contract <br />and its timing is so important. <br />Ms. Feier stated it has been a priority for the City for the past several years. Based <br />on the software and the staffing problem and the City has such a great volume of <br />calls, the fire department’s ISO assessment could be affected by it.. When looking <br />at assessing consolidation of services as with E-Central Dispatch for Clayton, <br />Olivette, Shrewsbury, Webster Groves and Richmond Heights, they felt they would <br />not be able to take on the volume of police calls University City receives. Ms. Feier <br />stated that they then looked into Central Dispatch with a combination of sixteen <br />municipal corporations. The $77,000 a year is a contracted number shared with <br />U.City for a guaranteed three years. The fire chief will be at the, June 1, 2009, <br />meeting to answer any additional questions. <br /> <br />Mr. Glickert was confused with the placement of the 2009 budget on the web site, as <br />he could not find it either. He asked that the directions on how to access the City’s <br />budget from the web site, be put in the City Manager’s Weekly. <br /> <br />Ms. Ricci agreed that the financials are very hard to find on the City’s website. Ms. <br />Ricci asked about her request at the last meeting that commission members are <br />able to talk with the City Attorney on questions they may have dealing with the board <br />or commission they are on. Ms. Ricci asked the City Manager to attach any Council <br />meeting agendas to her weekly update. She asked the City Manager to revisit <br />where the 1.3 million dollar deficit came from, as the items listed only totaled <br />$900,000. On the Economic Development, Ms. Weston was talking about <br />development on Olive and the City has a proposed budget from the Economic <br />Development Board for the upcoming years and our current budget is trying to use <br />money from this tax and provide it to the City. She stated that lighting is not <br />attributable to the Economic Development Task Force and she could provide <br />Council with a spread sheet showing this. She felt this money should be land <br />banked so we can develop portions of Olive. so it can thrive the way U.City citizens <br />voted it for. <br /> <br />Mr. Crow agreed with Ms. Weston of having a great meeting with Olivette and stated <br />this should be a sign of things to come in looking for ways to join with cities around <br />us. He announced the start of “Movies In the Park” sponsored by the Arts and <br />Letters Commission. Mr. Crow and Mr. Wagner prepared a handout with additional <br />budget proposals incorporating suggestions from other Councilmembers, in <br />balancing the budget. <br /> <br />Mr. Price stated that Council can look at these proposals but they needed to move <br />forward, so they can balance the budget and handle the Wilson Avenue buy outs. <br />He felt the Council’s decision needs to be done in unison so they can put closure to <br />the budget and to Wilson Ave. For Ms. Weston’s question on the site of Value City, <br />Mr. Price stated the Council did receive three options for this location. The existing <br />owner proposed an indoor mall. The other options were mixed residential use and <br />lastly traditional commercial use. He asked the City Manager how the City can <br />make any of the options happen. <br /> <br /> <br />
