<br /> <br /> <br /> Adding a Holiday would bring the City to ten paid holidays which is within the range <br />of comparable cities. The day after Thanksgiving would be the holiday added. <br />The Board generally believes it to be reasonable; however, it would need to be <br />approved as part of the Civil Service Rules amendment. This will be revisited at <br />their September 2009 meeting. <br /> <br /> <br /> Longevity Pay for Police and Fire No change was recommended at this time as it <br />will require more dialog with department staff and union representatives. <br /> <br /> <br /> Health Insurance options were review with the Civil Service Board. The majority of <br />the board supports the SLAIT plan. <br /> <br />Mr. Crow and Mr. Glickert asked the City Manager to provide them with how many of the <br />employees take advantage of the educational incentives and what was their area of study <br />and if applicable to their current job. <br /> <br />Ms. Ricci stated that the Civil Service Board did not make any of the proposals but rather it <br />was proposed by staff. She asked why the Junior College tuition rate was not used and <br />suggested setting a higher standard than a “C”. <br /> <br />Mr. Crow asked if they could receive a report on how the twelve hour shifts are going with <br />the Police Department. Chief Adams will do a survey and prepare a report for the Council. <br /> <br />City Attorney John Mulligan stated that items of compensation and fringe benefits should <br />be approved by ordinance before July 1, 2009, even if Civil Service Boards recommends <br />or not. He stated the Civil Service Board does not have direct authority over fiscal matters. <br />It is convenient to do by July 1, so it can be included in budget preparation.
