MINUTES OF UNIVERSITY CITY COUNCIL
STUDY SESSION
June 15, 2009
The Council Study Session, held on the Fifth Floor of the City Hall, on Monday, June 15,
2009, was called to order by Mayor Joseph Adams at 5:30 p.m. In addition to Mayor, the
following members of the Council were present:
Mr. Michael Glickert
Mr. Terry Crow
Mr. Arthur Sharpe, Jr.
Mr. RobertWagner
Ms. Lynn Ricci
Mr. ByronPrice
Also present were the City Manager Julie Feier, Fire Chief Steve Olshwanger, Deputy City
Manger Janet Watson, and City Attorney John Mulligan.
The study session was to review Council’s Goal Progress.
Fire Chief Steve Olshwanger updated the Council on the recent floods from the heavy
rains. He stated that Glenside and Groby were also flooded this time. The fire department
was very proactive and made sure no one was in harms way.
Mr. Price requested that Senate and Congress be contacted by the City Manager and
informed on the continue flooding happening in University City.
Questions asked about the upcoming Council Session agenda.
1. Mr. Glickert asked for more information on the purchase of office supplies. Ms.
Watson explained that Corporate Express was recommended as they had given the
lowest discount on the one hundred most used items the City submitted for bids.
This bid does not include paper or specialty items. She stated that the contract
amount only meant up to the purchase total of $60,000. Ms. Ricci asked to be
provided with what was actually expensed for office supplies for the years 2007,
2008 and 2009.
2. Questions were asked on the bid process and why the lack of bids. Ms. Ricci asked
how the bids were communicated and if they were posted on the web site. She felt
that some bids could be sent to companies out-of-state, especially if there were
limited in-state resources. It was also asked if consideration was given to try and
combine with other municipalities on the annual bids. Ms. Ricci also asked if a
record was kept of the bidding companies’ minority participation. She stated that
according to the Charter 2.58.010, the City was to require any person, firm or
corporation contracting with the them to provide services as technical/professional,
street repairs, supplies, maintenance, at a cost to the City of $50,000 or more and
employing ten or more employees, to have an affidavit filed with the City that at
least twenty percent of the work force consists of members of a minority. Mr. Crow
asked if the bid on the interlocking pavement was higher than anticipated. Ms.
Watson stated that it was budgeted for $100,000, which was $30,000 below the
recommended bid.
