MINUTES OF UNIVERSITY CITY COUNCIL
STUDY SESSION
December 3, 2007

The Council Study Session, held in the Chambers of the City Hall, on Monday, December
3, 2007, was called to order by Mayor Adams at 5:30 p.m. In addition to Mayor Adams,
the following members of the Council were present:
Mr. Arthur Sharpe, Jr.
Mr. Michael Glickert
Ms. Stefany Brot
Ms. Lynn Ricci
Mr. Byron Price
Mr. Wagner had an excused absence.
Also present were City Manager Julie Feier, the Director of Finance Janet Watson,
Assistant to the City Manger, Petree Eastman, and legal Counsel John Mulligan.

The Study Session agenda was planned for discussion of the handling of parking
violations within the City and analysis of turning the free municipal lots behind Cicero’s
Restaurant and Fitz’s Restaurant into pay lots in the evenings.

The U.City Police Department and the Traffic Violations Bureau (TVB) expressed concerns
about the revenue lost from non-moving fines not being paid. The City has no
enforcement mechanism for non-payment and the current system cannot detect repeat
violators. Other than adding a $5.00 penalty to a parking ticket not paid within fourteen
days, nothing further had been pursued. It was estimated that the City’s loss from non-
payment of non-moving tickets issued would be $98,383 for the calendar year of 2007.
Also factored into the cost to the City would be the time it takes the police officers to write
these tickets. If a civilian attendant were to be employed in addition to the police officers,
more tickets could be written and use less of officers’ time.

After discussion of the ideas suggested by the staff, the Council, by consensus, made the
following recommendations were:
1. Increase fines.
Double Parking remain at $20

Block Driveway increased from $20 to $35

On sidewalk remain at $20

Wrong direction remain at $20

Expired State License increased from $20 to $75

Failure to Display increased from $20 to $85

Truck Parking remain at $20

No Parking Anytime increased from $20 to $30

No Parking 7-8 a.m. remain at $20

No Parking 4-6 p.m. remain at $20

Mailbox remain at $20

Handicapped increased form $40 to $100

No Commercial remain at $20

Street Cleaning remain at $20

Bus Stop increased from $20 to $50

Expired Meter increased from $10 to $15
