<br /> Derelict/Abandon increased from $20 to $50 <br /> <br /> Excess Noise increased from $20 to $40 <br /> <br />Concerning parking in the prohibited Fire Hydrant/Lane, by a voice vote of four in favor <br />and two against, a change was made from $20 to $100. <br /> <br />2. Increase penalties for non-payment at the 14 day mark to double the fine and the 45 <br /> day mark to triple the fine. This would be detailed on the ticket issued. The TVB would <br /> send letter to vehicle owner notifying of the fine being increased for non-payment. <br /> <br />3. Approve an ordinance enabling an officer to “boot” the vehicle and attach a <br />conspicuous notice to a vehicle that has four or more unpaid violations. The TVB will <br />start a database to determine repeat violators with unpaid tickets. <br /> <br />4. Hire two part-time parking control attendants to issue most non-moving violations <br />tickets at a salary cost of approximately $37,440 with limited benefits. <br /> <br />5. Purchase Cardinal Ticketing System which is a handheld device for inputting violations <br />at a cost of $25,290.44 and system maintenance of $3,000 a year. <br /> <br />The estimated revenue to be received minus the costs associated with the above <br />recommendations would net the City approximately $305,102 for the Fiscal Year of 2009. <br /> <br />The second part of the study session dealt with turning two of the free municipal lots into <br />pay lots in the evenings. It was proposed in order to assist the City with the expense of the <br />upkeep and security needed for the two lots. City Manager Julie Feier requested Council’s <br />direction regarding further study of paid parking in the loop.
