Mr. Glickert expressed thanks to Parks Department for having all areas of the pool <br />open this year. He congratulated the Sutter Meyer Society for the successful <br />barbeque they held. He agreed that it is a good idea to have a study session on <br />Robert’s Rules of Order but thought it would also be good to have one on the <br />Sunshine Law too. Mr. Glickert said that section 610 states it is a public policy of the <br />state that meetings, records, votes, actions and deliberations of a public <br />governmental body be open to the public. As stated previously by Ms. Ricci, there <br />was an appropriation of $1,300 that came from one of the Councilmembers request. <br />He stated it was a good cause but he noted that he never voted on it and was asked <br />by another Councilmember if I was aware of the vote. Essentially, the second ward <br />was left out of the vote, which should have been public. Mr. Glickert asked that <br />those who voted should let the City Clerk know of their vote, as they voted on <br />expenditure of tax payers’ money. He stated that this is a Sunshine Law violation. <br />Lastly Mr. Glickert wanted to congratulate Captain Carol Jackson who will be <br />inducted into the U City Hall of Fame in October. <br />Mr. Crow asked the City Manager to work with the Chief of Police, as it has come to <br />his attention that there are individuals looking through police reports for business <br />opportunities and under the Missouri Law, the City has the right to redact certain <br />personal information from the police report prior to making them public. Mr. Crow <br />noted that U City is one of the few municipalities that have the same boundary lines <br />for the school district as the city. It therefore would behoove each to assist each <br />other. He hopes that the working together continues as was done with the tennis <br />courts at Flynn Park. He stated he has not seen the City Clerk’s list of her jobs and <br />duties as requested by Mayor Adams. He felt the Parkview Gardens project park <br />plan was very exciting. Mr. Crow reminded residents of the Public Meeting for <br />Finance Questions and Answers, September 17. He stated he hoped that that the <br />budget is not looked at as a 100 or 200 thousand dollar deficit but rather we have to <br />be prepared for a 1.2 million dollar deficit next year and many people in this room <br />have come up with one-se and two-se but at the end of the day this is going to have <br />to be a much more comprehensive discussion. I think there will be services that we <br />no longer can provide. He stated that it will have to be a balanced approach where it <br />will not affect one area of the city over another. He offered to meet with Mr. <br />McCarthy, Mr. Fields and Mr. Taylor to discuss a comprehensive budget solution. <br />Mr. Crow stated that an audit was briefly discussed and welcomed it but he did not <br />know if it was necessary.He stated he hoped as we move through this that we look <br />at some of the reasons given for the audit as a check for $10,112 to Six Flags which <br />really was a pass-through for some of the children enrollment fees for the summer <br />camp. Mr. Crow felt that this question should have first been asked of the Deputy <br />City Manager prior to becoming a public issue. He quoted from the President, <br />“When we disagree let us disagree over things that are real.” <br />Mr. Price requested of the City Manager about a meeting between the Police <br />Department and the School Officials concerning the safety of the children in the <br />schools. He requested that this meeting be broaden to come up with a strategic <br />strategy to deal with the gang issue in the community so it doesn’t spill over into the <br />Loop again in the summer. <br />Mr. Sharpe asked the City Manager to look into the noise problem stemming from <br />the loud music from the Escalade Bar and Grill. He asked the Mayor to appoint <br />someone from the Council as a liaison to the Civil Service Board. <br /> <br />
