Ms. Ricci noted that the fuel cost is $50,000 less than last year which is a good <br />thing. She also noted a good thing by sending out a multi-bid for paper for the City. <br />She agrees with Mr. Glickert about Robert’s Rules and the Missouri Sunshine Law <br />that the Council could all use much more study. We need to talk about the budget in <br />light of the AT&T settlement, in light of the failure of the sales tax which was part of <br />the budget. Ms. Ricci agreed with Mr. Fields that we do not do a good job in <br />matching revenue with expenses so you can not tell how departments are doing. <br />There are expenses over the past couple of years that have increased dramatically <br />such as maintenance contracts and IT. Ms. Ricci stated that by the audit we can all <br />learn how to do something better and applauded their efforts.She stated that the <br />Council majority had determined that they will not make any information concerning <br />the AT&T settlement attorney fees public. Ms. Ricci noted that she voted to make it <br />all public. She stated that no one should try to dissuade any resident from asking <br />good pertinent questions on the City’s finances. Ms. Ricci stated “integrity invites <br />questions and withstands scrutiny. If you have nothing to hide, you don’t mind the <br />questions.” <br />Mayor Adams thanked everyone for coming out.He told Mr. Fields that it is a great <br />concept that government should be run like a business but there are Federal and <br />State laws that mandate that municipalities and other government entities cannot <br />operate like a pure business. An example he gave was a business can make a deal <br />with a relative but this cannot be done in government. <br />Mr. Glickert moved to go into Executive Session 610.021 (1) Legal, and was <br />seconded by Mr. Sharpe. <br />Roll Call vote was: <br />AYES: Mr. Price, Ms. Ricci, Mr. Wagner, Mr. Crow, Mr. Glickert, Mr. Sharpe, and <br />Mayor Adams. <br />NAYS: none <br />Meeting was adjourned at 9:00 p.m. <br />Joyce Pumm <br />City Clerk <br /> <br />
