<br />stated that as to the employee benefits, she feels they are paid well when considering the <br />benefits received and feels reminisce in asking for more taxes when the City is not more <br />in line with other municipalities. She stated she offered Council an easier to read, two <br />page budget prepared for her by Mr. McCarthy’s CPA firm, which clearly summarized the <br />budget. She stated Mr. Glickert and Mr. Wagner took her up on it but the rest of the <br />Council was not interested. Ms. Ricci stated to look at line item 72.05 in the final budget <br />to see if the money was removed for Mayor’s retirement party. Ms. Ricci addressed the <br />negativity saying there are those on Council that are trying to silence her by saying <br />negativity and there are those that don’t take honest questions or any question by saying <br />this is supposedly negativity. She stated she will continue to ask questions and will not <br />be silenced by the bullying and berating by some Councilmembers. They are simple <br />question to get her information and the residents’ information so the Councilmembers can <br />make good decisions. She stated it was quite challenging, when all she is asking <br />questions for everyone’s benefit. <br /> <br />Mr. Sharpe stated it was marvelous to have the Mayor back. <br /> <br />Mayor Adams concurred with Councilmember Crow that it is fair and equitable that the <br />Executive staff are setting a limit of $2,000 for their continuing education travel for this <br />coming budget year and hopefully only for this budget year. Mayor Adams hoped the <br />citizens understood that by the tax initiative it would give U.City residents the style and <br />fashion that is necessary. He is not trying to say that this sales tax will be the end all and <br />be all. Mayor Adams views it as a stop gap as we try to figure out what the national, <br />world and local economy is doing. By the tax initiative the residents have a stake in the <br />solution In the long run he feels that a broader prospective of everyone in this region to <br />look at financial resources of where we get revenue and where it goes. It depends as to <br />what kind of city one would want, one with a police and fire department, one also with a <br />parks’ department and the programs to go with it. Mayor Adams stated that the City has <br />previously attempted to pass a bond issue to take care of some of the flooding issues and <br />the greater majority of the citizens in this community said no, so the City kept picking at <br />the edges in trying to solve the massive flood problem. He stated that Federal legislation <br />has prevented putting up walls to prevent the flooding. Mayor Adams said he will keep <br />contacting the state and federal government in trying to get help. The City is going to be <br />working with the Corps of Engineers but they are slow. <br /> <br />The meeting was adjourned at 9:15 p.m. to go into an executive session, RSMo 610.021 <br />(1) Legal, moved by Mr. Glickert and seconded by Mr. Price. <br /> <br />Roll Call Vote was: <br />AYES: Mr. Price, Ms. Ricci, Mr. Wagner, Mr. Crow, Mr. Glickert, Mr. Sharpe and <br />Mayor Adams. <br /> NAYS: none <br /> <br /> <br />Joyce Pumm, <br />City Clerk <br /> <br />
