Mr. Price stated <br />that at his Ward Three meetings, he does not hear cut the inspectors and cut the police. <br />He said we know to finish phase one and move on; work on recycling that directors say <br />could save the City $400,000; we have big development going in hopefully soon on Olive; <br />the City to join partnership with the school district; issues with procurement and <br />partnerships with other cities. He thanked the City workers for their hard work with the <br />recent water and wind damage. He stated that he will move on from phase one and on <br />to Glenside and the other locations that need help. <br /> <br />Mr. Glickert stated that some of the answers can be found on page three in their Strategic <br />Goals and Objectives which Council sets on a yearly basis. It is not there now, the three <br />floods. He said with that in mind and the compelling comments from this meeting, he <br />would like the Council to redirect the strategic Goals and Objective area. He feels the <br />number one goal should be the well-being of Wilson, Birch, Glenside and all of the other <br />streets involved in the flood. By putting it in the Strategic Goals it is put in writing and <br />becomes a different picture than just saying it. Mr. Glickert stated he would be happy to <br />craft a goal and objective. <br /> <br />Mr. Wagner stated that at last meeting there were twenty comments made on the FY10 <br />budget. Since then he has commented on every question made and asked that they be <br />attached to the end of the minutes. <br /> <br />Mr. Crow stated his deep sorrow for all flood victims. He applauded the fire department <br />and all their calls they received this morning. He complemented Mr. Glickert for being <br />true to the strategic plan and also felt the flooding needed to be brought into the strategic <br />plan process. Mr. Crow agreed he would love to see an easier to read budget. Mr. <br />Crow asked the City Manager to prepare a resolution for the Council that the City will limit <br />all Professional Service Development from the Councilmembers, the Mayor, the City <br />Manager and all staff members to no more than $2,000 in any given year. He would like <br />to have a follow-up on the leaf collection issue, as Council had talked about how much <br />could be saved by reducing one leaf collection and look forward to getting that information <br />from Public Works. Mr. Crow would like to know what the next steps are with the task <br />force working together with Olivette. He complimented the police department on their <br />well visible presence in the Loop on Saturday night while he and his family were there. <br />Mr. Crow said the budget process sometimes does not necessarily bring out the best in <br />everyone and we are one community, it is our community, and we don’t strive to be those <br />communities around us. <br /> <br />Ms. Ricci passed out reports to the Council from her attendance at the Missouri Municipal <br />League meeting, the Economic Development Retail Sales Tax Board meetings and the <br />T.I.F. meeting. Interestingly she found out at the T.I.F. meeting that the Economic <br />Development Board lost $100,000 to the City’s budget inclusion that it intended to <br />land-bank to be available for a future T.I.F. Now T.I.F. will be coming to Council for a <br />loan so they can buy some property. Ms. Ricci stated that Mr. Wagner keeps stating that <br />the vote on passing the budget was necessary to pass the Wilson buy-out but the Council <br />could have simply pulled Wilson out as she had asked and voted on it immediately last <br />week and continued the budget discussion for the next session as originally scheduled. <br />Money for street lighting from the Economic Development Sales Tax was in the original <br />budget proposal but with additional information provided on the actual cost, it was <br />removed.
