among the voting majority in making a firm commitment to the residents on Wilson. Ms. <br />Ricci asked the City Clerk to attach her motions as part of the record. <br /> <br />Mr. Glickert stated that there were around twenty residents present on June 1, 2009, at <br />the Public Hearing for FY10 Budget, who requested to delay vote because of questions <br />they had but Council, the majority, was ready to vote. Mr. Glickert stated that Mr. Price <br />made it very clear that he understood the budget and read it. Mr. Crow made a very <br />salient point too that it was the fourth draft and he was ready to vote. <br /> <br />Mr. Glickert moved for council to adopt a policy for FY11 Budget procedure, where <br />Council’s vote on the budget is not on the day of the scheduled Public Hearing, but rather <br />Council will vote on the budget at the next scheduled Council meeting after the Public <br />Hearing. Ms. Ricci seconded the motion. <br /> <br />Mr. Price stated that there was no Public Hearing before until he submitted to have a <br />Public Hearing prior to budget approval. He said another hearing was added but there <br />was a previous hearing where all documentations were presented showing the revenue <br />and expenditures for the public. <br /> <br />Mr. Price asked for a voice vote or a roll call that one million dollars was set aside for the <br />buyout and secondly was to direct the City Manager to move due haste due speed to get <br />an application submitted, also presenting the effective individuals with a time-line with <br />what’s going to happen when, where and how. Mr. Price made a motion to signal by <br />saying I for a firm commitment and asked for a second on it. <br /> <br />Mayor Adams first stated there was a motion on the floor that was to be handled first. <br />He then stated that in reading over the comments made by citizens in the minutes, the <br />items were already debated at a number of Council meetings. Mr. Adams said the items <br />brought up were old and had been looked at. He stated that Mr. Price called for the one <br />last Public Hearing the night of the budget approval. <br /> <br />Mr. Wagner stated that the decision not to delay the vote on the budget resolution was <br />bundled with the Wilson buy-out. The sense was that it was very hard to commit a <br />million more dollars on top of the 1.3 million dollar original project budget deficit. The <br />resolution the Council had was therefore bundled so that we needed to pass the budget <br />so the City could proceed with the Wilson Avenue applications, which was under a dead <br />line and the two weeks could be critical. Therefore, the vote was so Council could <br />approve a balanced budget and clearly commit to the Wilson Avenue project. <br /> <br />Mr. Glickert stated that he did not take it lightly that if you didn’t vote for the budget you <br />were against the people on Wilson, as that was not true; they were in favor of the buy-out <br />since the inception. He stated the issue was the way it was bundled together. Mr. <br />Glickert noted that one Public Hearing meeting was cancelled because some of the <br />members of the City Council could not make the meeting. <br /> <br /> <br />Ms. Ricci stated that we have had a Public Hearing on the budget April 18, 2008, and <br />June 4, 2007, and to say the Council never had a Public Hearing is grossly in error.
