citizens how they felt as this was their opportunity to speak to the Council and was as
much told that it did not matter as the Council already thought about everything they
could possibly say and there was nothing farther to consider. Thirdly the commitment on
Wilson, there was no firm commitment on Wilson, and now she is hearing Mr. Price ask
for the same thing, a commitment, she had previously asked when asking for a
Councilmember to amend the resolution from goal to commitment. She reaffirmed her
commitment to Wilson and offered for anyone interested to look at photos and video she
took of the flooding on Wilson and the high speed of the water from River DesPeres that
happened today.

Mr. Price called for the question on next year’s Budget Public Hearing to be held previous
to the meeting of its actual approval.
Voice vote approved it by the majority with one Nay vote from Mayor Adams.

Mr. Price asked who was committed for the one million dollars for the Wilson buyout.
Secondly he requested a letter from the Mayor be sent tomorrow to the City’s
Congressional officials to designate the flood zone areas as a state of emergency. He
felt we had to make a narrower focus to make it known of the areas that are getting
repeatedly flooded and to invite them to come and see what is actually taking place.
Secondly, he asked for the City Manager to send a timeline to the residents on Wilson to
keep them informed and updated. Thirdly he asked for the City to put in warning signs
on Haefner Court that this is a flood zone so people looking to rent on the first level,
have some idea of the flood trap. Mr. Price motioned to have a roll call vote for those
committed to a Wilson Ave. buyout and was seconded by Mr. Glickert.

Roll Call Vote
AYES: Ms. Ricci, Mr. Wagner, Mr. Crow, Mr. Glickert, Mr. Sharpe Mr. Price and
Mayor Adams.
NAYS: none

L. CITIZEN COMMENTS
1. Pearleanda Jackson, 1137 Glenside
Ms. Jackson came to this meeting as she is tired of being flooded out. She hoped
the City could find some way to warn the people on Glenside Lane as to when the
flood water is coming. We were just flooded in September and live in this fear of it
happening again. She said it took from 1987 till now to do something about Wilson
and she wants to know how long it will take to do something about Glenside Lane.
Ms. Jackson stated that you can see the water walk down the street.

2. Danielle Herron, 7833 Gannon
Ms. Herron Thanked Chief Olshwanger for his quick response to the recent floods of
U.City. She stated she was on Wilson this morning of the flood and the River DesPeres
looked like a raging river. Ms. Herron said that this is the third or fourth time Wilson Ave
has flooded in the last nine months. She urged the Council to find whoever they needed
to fix River DesPeres. Ms. Herron said when she was in a backyard on Wilson; the water
was up to her knees and asked to imagine what it was like in the resident’s basement.
She asked how many more times does the River DePeres have to flood again before MSD,
University City and the Army Corps of Engineers get together to fix it.
