Regular meeting
July 18, 2005

Ms Ziegler thanked the Council for formulating this task force. She stated that they
learned a lot and there was a lot of information that has emerged since the original
ordinance was written.

Mr. Wagner wanted to also add his thanks to the citizens for investing their time for this
important topic.

Jo Ann Peterson, 8023 Noel Ct., has been resident since 1974. She loves University
City and the peace and quiet surroundings. She doesn’t want to live where you can
hear chickens squawking in the neighborhood. The smell is going to come; we don’t
need chickens on our street. She is opposed to that.

Nova Felton, 8031 Noel Ct. has been a resident for more than 34 years. She is in
complete disagreement to let residents raise chickens in University City. She
understands that the majority of the Councilmembers voted to deny a public hearing
because the Ordinance would never pass due to the Council Chambers being filled with
all kinds of people who wouldn’t go along with it. Are we going to approve cock
fighting? Chickens are filthy, they will eat anything, they are mean, they will attack
humans, they can fly, they can easily engage in a neighbor’s premises, they create rat
problems, they are smelly, they need an area to scratch (bare dirt place for this
purpose, so the area will be void of grass. She does not want to see chickens raised in
University City. Please repeal the chicken ordinance.

Loretta Bryant, 7863 Milan Ave., a resident for almost 40 years. She does not want to
hear about a chicken or a rooster. She doesn’t want to be disturbed with a rooster
crowing at 5:00 in the morning. Chickens have to have a rooster to lay egg. She wants
the ordinance repealed. Secondly, she would like to discuss the area where she lives.
She feels like there are too many Section 8 people living in the area. Police are over
there numerous times, at least every Friday and Saturday night. There are too many
children there. She called police to see how many children were living in a
neighborhood house as she knew there were six children living there. Police only asked
her how many children she had living there and were told two. She would like
University City to do a better check on residency violations.

Ms Colquitt asked Mr. Ollendorff about checking for occupancy. Mr. Ollendorff replied
that the city will work with Ms. Bryant and see what we can find out and try to get
corrections made. Ms. Colquitt stated that if we have already tried to get access to
these homes and are merely just giving us numbers at the door, we need to actually
inspect inside the homes. Mr. Ollendorff responded that he would he do so.

Auro Henderson, 7449 Lynn, is concerned with the litter problem in her community.
There is so much trash in her neighborhood, bottles, cans, bags, etc. She travels the
route west on Tamm Ave, round the curve on Hampton along the side of Miller Park
Page 11
