Regular meeting <br />July 18, 2005 <br /> <br />recommended by the Plan Commission, with the typical conditions that they still have to <br />meet, specific plans for drainage, curb cuts, grading, landscaping and control of traffic <br />and parking during construction and lighting plan that will have to be approved. They <br />have to show us adequate trash refuse containers and agree to regular liter policing. <br />Approval of this permit would restrict them to building size and shape of one shown in <br />plans and screened mechanical equipment. The hours limited for drive-through and <br />lobby are 8:00 a.m. to 6:00 p.m. Monday through Saturday. The ATM would not be <br />subject to these hour limits. <br /> <br />Mr. Wagner made motion to grant Conditional Use Permit. Mr. Sharpe seconded the <br />motion. <br /> <br />Mayor Adams made note that he has a slight conflict of interest in that he serves on the <br />advisory board and the community re-investment board of this bank. The re-investment <br />board tries to see that the bank is investing in the community it is located. <br /> <br />Ms. Brot stated that Royal Bank has an excellent image of helping to promote University <br />City and will be happy to see something on this corner. This bank will be in addition to <br />the existing one. <br /> <br />Mr. Steve Baden, president of Royal Banks of Missouri was introduced. <br /> <br />Ms. Welsch would like to go on record again to say that this is another great <br />development along the corner that has needed this kind of action for so long. We now <br />have the new boutique place, mind bottling spirit place, pizza place, furniture place, and <br />Cohens appliance. Now we need to work more on the southeast corner. <br /> <br />Mr. Wagner said the Planning Commission had a lengthy discussion about it and they <br />were of unanimous opinion that this was a great use for the land on the corner and <br />welcomed Mr. Bates. <br /> <br />The motion carried unanimously. <br /> <br />CITIZEN COMMENTS ON NON-AGENDA ITEMS <br /> <br />Ms. Amy Ziegler, 711 Yale Ave., submitted the Cell Phone Tower Task Force report and <br />another report from the members in disagreement with task force. <br /> <br />Mayor Adams said that they received both reports and the Planning Commission also <br />has both copies. <br /> <br />Ms. Welsch stated that she would like to thank Amy and the rest of the Cell Phone Task <br />Force and all the work they did. Ms. Welsch is looking forward to studying both reports <br />and working with Council in suggesting changes that might be needed. <br />Page 10 <br /> <br />
