Regular meeting <br />July 18, 2005 <br /> <br />Orders would be approximately $200,000, which would be one-half of the budgeted <br />unallocated amounts. <br /> <br />Ms. Brungardt stated that her husband worked for the electrical contractor on the project <br />but was not privileged to any City Hall renovation information; therefore she feels she <br />has no conflict of interest. Ms. Brungardt wanted to know if there was a contingency <br />built in, when the $2.7 million contract was approved for the renovation? Mr. Ollendorff <br />said that $2.7 million was budgeted for project. The contract came in at $3 million. We <br />had $2.8 million funded through appropriation and we needed another $200,000. There <br />were a number of accounts that were not yet allocated, such as health insurance and <br />salary accounts that would not be needed. Therefore, we have at least $200,000 in the <br />current budget that is not allocated. In the next couple of months, it would be brought to <br />the Council to reallocate those unused funds. Ms. Brungardt asked in the “smart <br />panels” are mandatory to get the lead certification? Mr. Ollendorff said they were <br />prerequisites. They are not the only things that earn you points, but are prerequisites <br />for LEED. <br /> <br />Ms. Brot made note that our City is helping to lead this nation by making our <br />infrasturcture and our heating and cooling more efficient, safer to the environment and <br />to the people breathing it, therefore, fully support this. Since money is being taken from <br />unused budgeted accounts, does it mean that there is no contingency funds available. <br />Mr. Ollendorff said there are several potential sources of funding. We need more than <br />the $200,000 mentioned. A historic preservation grants has been submitted that we <br />should hear from in August. There are two other capital projects that are coming in <br />under budget and could free up funds for us to use for over-runs. Third is that we have <br />substantial unallocated fund reserves from prior years. This is totally separate from the <br />17 percent reserves that Council wishes to leave in reserve. Totally beyond that 17 <br />percent there are several other accounts that have not yet been allocated. We are <br />waiting to see how the grant applications evolve as to whether we will need any <br />additional funds. If grants don’t come through, Mr. Ollendorff will be giving report on <br />which reserves are available, which projects came in under budget and see which if any <br />you care to use. There is no contingency allocated as such, just sitting there but there <br />are potential funding sources available if needed. Ms. Brot wanted to know if anyone <br />has looked into if there are other Historic Preservation Grants available, as the one San <br />Francisco City Hall used. Is it possible to explore this one more time. Mr. Ollendorff <br />said that he would. <br /> <br />The motion carried unanimously. <br /> <br />AGENDA ITEM #4 – Conditional Use 7701 Delmar for Royal Bank <br /> <br />This site is located on the Northwest corner of Delmar, north and south. This appears <br />to be an excellent use of that property. It is a valuable facility to complete the <br />restoration and renovation of a new building for that neighborhood.
