Regular meeting
July 18, 2005

January. The County then relays to us to start sending in our invoices. Ms. Brot asked
if it could still be rejected. Mayor Adams said that would likely not be, since it has been
signed. He also said that the current President is not a fan of any Development Block
grants.

The motion carried unanimously.

AGENDA #3 – Request for Permit to Solicit – Fund for Public Interest Research

Council has before it a request for a permit to solicit for Public Interest Research Group,
(MoPIRG), from July 19, 2005 through August 5, 2005. They will be soliciting
contributions and signatures. Their request is in order and they have in the past
conducted their funds in accordance with our rules. Approval is in order if Council so
chooses.

Ms. Brungardt moved for approval and Ms. Brot seconded the motion, which carried
unanimously.

Mayor Adams asked Mr. Ollendorff if the next time this could be put in the Consent
Calendar. Mr. Ollendorff agreed.

The motion was unanimously accepted.

AGENDA # 4 – Conditional Use 7701 Delmar for Royal Bank

Mr. Ollendorff explained that the architect representing the plan asked if Council could
move this farther down the Agenda, as he had a conflicting meeting and would be
running late. Item four was postponed; to be heard at the end of the Agenda.

AGENDA # 5 – 559 North & South Conditional Use

This is a request for a Conditional Use Permit for a pizza restaurant. Mr. Ollendorff said
it appeared to be in order and meets all zoning ordinance requirements and is
recommended by staff and Plan Commission, with conditions, which are fairly standard,
having to do with signs, litter and trash control, exhausting odors as needed, limiting the
seating, open hours of 6 a.m. to 12 midnight. With those conditions, approval is
recommended.

Mr. Wagner moved for approval of a Conditional Use Permit. Ms Welsch seconded the
motion.

Ms. Welsh wanted to go on record to say she was glad to see that space being
occupied and looked forward to having the pizza facility at that particular corner.

Page 4
