Regular meeting <br />July 18, 2005 <br /> <br />Mr. Wagner said that it was well approved by the Commission. <br /> <br />The motion carried unanimously. <br /> <br />AGENDA # 6 – Conditional Use Telecommunications pole at 975 Pennsylvania <br /> <br />Mr. Ollendorff concurred with the Plan Commission, 6 to 1, favorable vote. <br />A disguised cell tower light pole is actually a pole which will house the cell tower and the <br />lighting. It is located in the Public Works yard, just east of the Heman Park tennis courts. <br />The pole will include some of the tennis court lighting. The conditions were proposed by <br />the Planning staff and the Cell Phone task force. All the conditions have been approved <br />and recommended by the Plan Commission. One condition that Mr. Ollendorff offered <br />explanation for is the request for a chain link fence. This was requested by the police <br />department, so that they could easily view the inside area. A letter from the police <br />department, with reasoning, was left on the Councilmembers’ desks. With that <br />clarification, all conditions are recommended as spelled out in the Plan Commission <br />communication and Mr. Ollendorff added that he believed that cell towers are a <br />necessity. In this day and age, we need to have a good sound communication system, <br />without any gaps. This will help our dead zones and allow us to improve our public <br />safety communications, as well as providing a public service and public convenience. <br />With these conditions, Mr. Ollendorff thinks we can safeguard against the most negative <br />impacts. Approval would lead to enhancing our communication system. <br /> <br />Mr. Sharpe moved for approval. Ms. Brot seconded the motion. <br /> <br />Ms. Brot would like to go on record for thanking the Planning Commission for accepting <br />the language and the ideas of the Cell Phone Tower Committee that worked very hard <br />on it. Ms. Brot realized that the one change that was requested would make it safer. <br />She has been very concerned about the fencing around the tower at Flynn Park School, <br />in that children can get through it. Ms. Brot likes that the recommendations were <br />approved and since she has assurance that the fence could not be climbed over feels <br />that it is a good change. <br /> <br />Ms. Welsch would like to go on record in thanking the City Manager for his work to <br />move the public cell phone tower from the park land. However she has concerns she <br />has shared with the City Manager; the potential health aspects of the towers. She <br />understands that in Council’s rules and regulations, Commission can not consider the <br />health aspects of these towers. She will respectfully still vote against it even though she <br />understands that it will pass. Ms. Welsch appreciates that the City Manager found a <br />place on public property where it can be housed. <br /> <br />Mr. Wagner asked for clarification on the fees that were being paid by Cingular. He has <br />been told that other cities in North County are receiving better deals and the school <br />district is getting quite a bit more than University City has.
