Regular meeting
July 18, 2005

if we are negotiating tough enough with Cingular, in getting a fair amount of money
compared to other Cities and School Districts are getting.

Mr. Ollendorff said he would definitely check into this. Mr. Ollendorff suggested that this
was the center of their negotiation for price. We want the highest amount that you pay
any other governmental body. This was the highest at the time of negotiations, which
was last summer. We will go back and update this information. Mr. Ollendorff wanted it
to be clear tonight, to let Council know that it was just reviewing it for a Conditional Use
Permit. If Council approves it, then the lease agreement will be brought to the next
meeting. Between now and then, Mr. Ollendorff will instruct the City Attorney to check
to be sure that we are getting top dollar, if it is approved.

The motion was approved, six to one, with one NAY vote from Ms. Welsch.

AGENDA # 7 – Solicitation Permit

This Solicitation Permit came in at the last minute on Thursday, which was in time to get
on the Agenda but not in time for them to file a complete application. The request was
for a Solicitation Permit from the Grassroots Campaigns on behalf of Environmental
Action, from July 18 through July 22. On behalf of Environment Action, they asked that
they receive the same approval that they received a year ago, based on the application
from last year. Mr. Ollendorff was not sure if there was representation present, but told
them on the phone that it was their preference and all he could say was that approval
only could be the same as that of a year ago.

Ms. Colquitt stated that when approved this last year, she requested that they submit a
list of individuals who would be in the area. It was for the benefit of the police
department to know who would be in area canvassing. Ms. Colquitt is requesting this
again this year.

Mr. Ollendorff said that was one of our requirements, that they must give the police
department the names of all the solicitors. They agreed to this last week. The solicitors
then will have to have appropriate identification on their person and show it when asked
for it.

Ms. Colquitt made a motion for adoption. Ms. Welsch seconded the motion.

Ms. Brot wanted to know who Grass Roots, Environmental Action Committee is and
before she approves a door-to-door membership campaign, she would like to know
what they are advocating on behalf of the environment.

Mayor Adams asked if a representative from the Grass Root, Environmental Action
Committee was present. There was no one present.

Page 6
