Regular meeting <br />July 18, 2005 <br /> <br />Mr. Wagner had two points for the City Manager. In the past, it was required that a <br />certain minimum amount of money collected for a designated cause, that it had to be <br />writing stating that no more that 25 percent could be used for administrative costs. Mr. <br />Wagner would like to see this practice resumed. Mr. Ollendorff said that last year they <br />put in writing that their administration cost was below 25 percent. Mr. Wagner’s second <br />point was to request the city to become familiar with the Better Business Bureau’s web- <br />site, where they list qualification of charitable organizations, in order to give us some <br />feeling as to whether these organizations are bonafide. <br /> <br />Ms. Welsch stated that she is usually very supportive of these requests to solicit, but <br />she is concerned about this one and where they will be soliciting. Based on the <br />previous application request for a Solicitation Permit, that we just supported, a member <br />of our community might be approached at their doors a couple of times in the same <br />week. This combined with the fact that we don’t have an updated application and we <br />don’t have in writing what the limits would be of the administrative cost of the campaign, <br />Ms. Welsch would like to table this till the next Council meeting. Mayor Adams pointed <br />out that the Grass Roots would be past the dates on their request. <br /> <br />Mr. Sharpe seconded the motion to table this request till the next Council meeting. <br /> <br />Ms. Brot said that since the City Manager asked a representative to come to the Council <br />meeting, she feels very uncomfortable giving people permission to go in any of our <br />neighborhoods asking for money unless we have more information. She will go on <br />record as voting against it. <br /> <br />JoAnn Peterson, 8023 Noel Ct., disapproves of the solicitation because of experience <br />she had. A solicitor that came to her house last year, asking too many qualifying <br />questions and she could tell he had been drinking. After her refusal, the solicitor walked <br />away cursing and threatening her. Police were called, but because of that reason, she <br />does not want any solicitors coming to her house ever. From then on, she will call the <br />police when any stranger comes to her house. <br /> <br />Mayor Adams noted that a motion to table is not debatable. <br /> <br />The motion to table carried unanimously. <br /> <br />REQUESTS <br /> <br />Mr. Ollendorff asked Council to consider adding two items to the Agenda. <br />1. Change Orders on the City Hall renovation project. Mr. Ollendorff has approved <br />them, so as not to delay the project anymore; Mr. Ollendorff would like to see <br />confirmation of his approval from the City Council. <br />2. Mr. Ollendorff has approved some renovations to our temporary fire station, and <br />so as not to delay that project, Mr. Ollendorff would like confirmation of his <br />Page 7 <br /> <br />
