A revised site plan showing the off-street parking, service area pavement and curbs, refuse storage <br /> boxes, outdoor play area paving and equipment, and fencing shall be submitted to the Director of <br /> Planning for review and approval. All improvements shall be installed prior to the issance of an oc- <br /> cupancy permit. <br />2. A 30 foot wide transitional yard shall be provided along all portions of the site abutting residential <br /> lots. Where the location of the existing building prevents creating a 30 foot wide transitional yard, <br /> the yard width shall be equal to the space between the building and the property line, and between <br /> the service dirve and the property line. All parts of the transitional yard shall be densely planted <br /> with a combination of evergreen and deciduous trees, and the entire perimeter of the transitional <br /> yard shall be fenced with a privacy fence at least 6' in height, as approved by the Planning Director. <br />3. The parking lot layout shall be revised to provide not less than two large trees in the center portion <br /> of the lot and planted areas containing 3 trees along the north side of the parking area. <br />4. A detailed landscaping plan shall be submitted to the Planning Director for review by April 30, <br /> 1997. The landscape material shall be installed by November 15, 1997, and shall be maintained in <br /> accordance with the plan. <br />5. An easement or written agreement acceptable to both the school property owner and the cemetery <br /> owner shall be recorded with the Recorder of Deeds that provides access to the cemetery for funer- <br /> als and for cemetery visitors and providies water for use in maintaining cemetery plantings. <br />6. External security lighting that abuts residential uses shall be located along the perimeter of the <br /> property facing inward and shall be shielded from casting light upon abutting residential property. <br /> <br />Mr. Ollendorffsaid the school, which serves more than 130 children who need special attention of vari- <br />ous kinds, has an excellent reputation. The building will be rehabilitated in keeping with City Building <br />and Property Maintenance Codes. <br /> <br />Mr. Lieberman said there was a fine presentation of this project at the Plan Commission meeting, and <br />both the neighbors and cemetery caretakers expressed opinions that this proposal was an appropriate <br />use for this property. He noted that the school representative agreed to all conditions. <br /> <br />In response to Mr. Munkel, Mr. Ollendorff said the easement agreement has not yet taken place, how- <br />ever, approval will not be final until an agreement satisfactory to all parties is reached. <br /> <br />Mr. Schoomer moved adoption with all conditions.
