Session 1684, Minutes <br />December 16, 1996 <br /> <br />Page 6 <br /> <br />Ms. Joan Botwinick, 511 Westview Drive, commended University City and the City Manager for their <br />fine work in connection with the rehab loan program which now seems to be working very well. She <br />asked that an additional $5,000 be added to the amount listed for rehabilitation of private property, <br />adding it was needed because of the new federal welfare reform bill. Mayor Adams noted that the Com- <br />munity Development Block Grants may be one of the programs discontinued by the new Congress. <br /> <br />It was again noted that changes in allocations may be made later, but approval of the application is <br />needed at this time. <br /> <br />Mr. Schoomer moved acceptance of the City Manager's recommendations. Mr. Wagner seconded the <br />motion, which carded unanimously. <br /> <br />DELMAR PARKING GARAGE CONSTRUCTION <br /> <br />The City Manager said this project, consisting of a three story building with 120 parking spaces and four <br />retail store spaces, was redesigned and rebid, with the following results: <br /> <br />McGrath & Associates, Inc. <br />Goodwin Bros. Construction Co. <br />HS Construction Co. <br />C. Rallo Construction Co., Inc. <br />Henty Construction Co., Inc. <br />Taftton Corporation <br />Off Construction <br />Kloster Company, Inc. <br /> <br />$1,885,000 <br />$1,815,000 <br />$1,785,000 <br />$1,774,000 <br />$1,753,000 <br />$1,739,000 <br />$1,720,000 <br />$1,688,000 <br /> <br />Acceptance of the low bid of $1,688,000 from Kloster Company was recommended, with additional <br />work subject to future negotiation. The company is experienced in this type of construction and has <br />good references. In accepting this bid, the Council is asked to approve an ordinance which includes a <br />plan to special assess benefitting property owners for part of the cost. Funding is from a combination <br />of sources, including this special assessment, the 1993 general obligation bond issue, a revenue bond <br />issue based on projected revenue from the building, borrowing from the City's Industrial Development <br />Authority, as well as additional City funding from capital improvements tax revenues. <br /> <br />Mr. Wagner moved approval. Mr. Schoomer seconded the motion, and all voted Aye. <br /> <br />CONDITIONAL USE PERMIT - 7400 OLIVE <br /> <br />The City Manager concurred with the Plan Commission that a conditional use permit should be granted <br />to use the former Rabbinical College as the new home of Metropolitan School for Individualized Instruc- <br />tion, Inc., subject to the following conditions: <br /> <br /> <br />
