Session 1684, Minutes <br />December 16, 1996 <br /> <br />Page 9 <br /> <br />VISIONS BY REPEALING SECTION 1-8.2, AND ENACTING IN LIEU THEREOF A NEW SEC- <br />TION TO BE KNOWN AS "SECTION 1-8.2. ASSESSMENT OF SPECIAL COSTS," SO AS TO <br />PROVIDE FOR THE ASSESSMENT OF COURT COSTS TO BE PAID TO THE STATE MOTOR- <br />CYCLE SAFETY FUND. <br />Bill No. 8305 was given its second reading. <br /> <br />Bill No. 8305 was given its third reading. <br /> <br />Mr. Schoomer moved adoption, and Mr. Ware seconded. The roll call vote was as follows: AYES: <br />Councilmambers Ware, .Munkel, Wagner, Lieberman, Schoomer, Thompson, and Mayor Adams. <br />NAYS: None. Bill No. 8305 became Ordinance No. 6087. <br /> <br />Mr. Ollendorff said before the Council takes action on the next bill, there are three technical changes that <br />are in the agreement which is part of the first bill. He noted Council has copies of the changes, which <br />specify the months for prorating taxes, the time period for issuing the tax increment finance note, and <br />the conclusion time of the entire project. He said none of the changes were substantive so the following <br />three bills that apply to the Schnuck redevelopment project may be adopted at this time. <br /> <br />B1LL NO. 8306 - APPROVING A REDEVELOPMENT AGREEMENT, AUTHORIZING THE CITY <br />MANAGER TO EXECUTE SAME, AND AUTHORIZING ISSUANCE OF TAX INCREMENT FI- <br />NANCING OBLIGATIONS IN FURTHERANCE OF A REDEVELOPMENT PLAN AND REDE- <br />VELOPMENT PROJECT. <br />Bill No. 8306 was given its second reading. <br /> <br />Bill No. 8306 was given its third reading. <br /> <br />Mr. Wagner moved adoption, and Mr. Munkel seconded. The roll call vote was as follows: AYES: <br />Councilmembers Munkel, Wagner, Lieberman, Schoomer, Thompson, Ware, and Mayor Adams. <br />NAYS: None. Bill No. 8306 became Ordinance No. 6088. <br /> <br />BILL NO. 8307 - DESIGNATING A PORTION OF UNIVERSITY CITY A REDEVELOPMENT <br />AREA; APPROVING A REDEVELOPMENT PLAN AND PROJECTS UNDER THE TAX INCRE- <br />MENT ALLOCATION REDEVELOPMENT ACT; ADOPTING TAX INCREMENT ALLOCATION <br />FINANCING; ESTABLISHING THE SPECIAL ALLOCATION FUND; AUTHORIZING THE CITY <br />MANAGER TO ENTER INTO CONTRACTS TO FACILITATE REVENUE ALLOCATION AND <br />COLLECTION: AND MAKING FINDINGS RELATED THERETO. <br />Bill No. 8307 was given its second reading. <br /> <br />Bill No. 8307 was given its third reading. <br /> <br />Mr. Wagner moved approval, and Mr. Schoomer seconded. The roll call vote was as follows: AYES: <br />Councilmembers Wagner, Lieberman, Schoomer, Thompson, Ware, Munkel, and Mayor Adams. <br /> <br /> <br />
