Regular meeting
August 8, 2005

Mr. Wagner thought that the condition of having daily garbage pick-up should be added.
He didn’t think any kind of a container would contain the odor.

Ms. Colquitt said she had asked prior to going to City Clerk’s Agenda, to table this until
she saw what conditions University City gave to Seafood Market when they first started.
I cannot see giving them permission to add on when they might not be meeting the
conditions first given to them. Ms. Colquitt is requesting two things before she
considers passing this.
1. Needs to see conditions issued when first starting business in U-City
2. Would need more than assurance that they will keep odor down.

Ms. Colquitt made a motion to table, Mr. Wagner seconded the motion.
Motion to table is not debatable.

The vote was unanimous.

If members of the Council have conditions you would like to put on this potential site,
would you please get this to Mr. Ollendorff.

Mr. Sharpe wanted it clarified that all the conditions listed for the Site Plan now would
also encompass the existing business.

Mr. Ollendorff said the Site Plan now includes the total property

Ms. Brot said that she has issued a complaint about the odor of fruits and vegetables at
the market and sometimes it is as simple as closing the lid of the refuse containers.
She wanted to know if the owner could see if there was someway of assuring that the
lids to the refuse containers stayed closed.

Mayor Adams said that the owner will need to be at the next meeting so he can agree or
disagree with Council’s proposals.

That concluded this portion of the City Council meeting.

Ms. Brot wanted to let everyone know of the recognition received by Mr. Moton. Mr.
Moton has always looked into any questions, issues or problems that are addressed to
him. He makes it clear what the answer is and works greatly on behalf of our City. I
was very please to read and I would like it to go on record saying that the Council
congratulates Mr. Thomas Moton for receiving the ICMA Credential Manager
Designation. It pointed out in the literature that this designation is an honor and is
based on his education, his experience, his integrity, and his commitment to
professional development. It also allows him to represent University City nationally and
provides significant development experiences with the rest of the nation, learning from
each other. For the record, Congratulations Mr. Moton.
Page 18
