Regular meeting
August 8, 2005

Site Plan and a few other odds and ends.

The City Council, in meeting and going through applications and interviews to replace
Ms. Leisha Forsythe, has selected Ms. Joyce Pumm to be the new City Clerk of
University City.

Ms. Pumm was introduced to the audience and sworn the Oath of Office and received
her acquired signature.

Mayor Adams informed Mr. Ollendorff that they were back to his Agenda Item # 2.

AGENDA ITEM #2 – Site Plan 7733 Olive - expansion of Seafood Market

Mr. Ollendorff presented his summary earlier but now would like to list the eight
conditions that have been included.
1. Completion according to plans that have been approved
2. Must provide trash containers and regular removal of debris from the property
as well as from adjacent public properties
3. There shall be no trash removal between the hours of 8:00 p.m. and 8:00
a.m.
4. The business shall operate with the condition that there shall be no offensive
or objectionable odor emitted or can be detected beyond the property lines.
5. There will be a detailed landscape plan which will show significant
landscaping to include a buffer to the residential property to the north, and
Mayor Adams requested that additional landscaping on the Olive frontage
also be included.
6. Lighting of the area be in keeping with our City’s ordinances, directed away
from abutting residences, such that drainage and grading plans be approved
by the City of University City Network Services
7. There will be a detailed construction traffic control and parking plan
8. All the roof-top mechanical and electrical equipment shall be screened so it
cannot be seen from the adjacent residential properties to the north

Mr. Wagner wanted to ask the applicant some questions but only the architect was
present. Mr. Wagner addressed the architect asking about the one condition that he
was concerned with, is the keeping of the odors down. Mr. Wagner asked the architect
if he had some technological way to keep down the odor.

Mr. Mak, the architect, explained that he was not aware of the odor issue. He felt that if
a condition would be made requiring that the trash to be picked up daily, the odor
question would probably be resolved.

Page 17
