Regular meeting
August 8, 2005

need for more diverse options in our business area. Give us businesses that will offer
us variety, goods & services that we need and want, provide employment opportunities,
give incentives to encourage our patronage, and pleasant shopping experience. Great
care is taken to promote diverse business environments in other areas of University
City. We deserve the same. Ms. Weston opposes this bill.

Nova Felton, 8031 Noel Ct. - a resident for more than 34 years. Ms. Felton was
disappointed to find out at the last Council meeting that citizen’s comments concerning
the “chickens” were considered irrelevant by the majority of the Council. The residents
on Hafner Court expressed their objections to the expansion of the Farmers’ Market. It
appears that Third Ward residents’ concerns are being completely ignored. She felt that
only four of the six council members knew of the “chicken” ordinance. The two that did
not know about it were the Third Ward Councilmembers. Ms. Felton has never seen so
much miscommunication among Councilmembers and in total disregard for citizen’s
concerns. Ms. Felton would like to recommend that the Councilmembers have some
sensitivity training focusing on race and culture differences among citizens and how to
serve all the people and not just special interest groups. Ms Felton requested that the
“chicken” ordinance be repealed.

Mr. Wagner injected a question of Mayor asking if we are still on the Public Hearing of
Seafood City expansion. Speakers need to be reminded of the topic that citizens are to
be speaking on.

Rosalyn Heidelberg, 1232 Mt. Olive Ave. She resides at the third house down from
what use to be the Day Care Center. She understands that the Day Care Center
property has been purchased but is not occupied. She opposes the expansion of the
Seafood Market because of the smell in that area is just terrible. Ms. Heidelberg said
she cannot sit outside in the summer because of the odor. If they expand, the odor will
just increase. I was hoping they were moving not expanding. For her to have a
barbeque is out of the question. To have guests over is also out of the question
because of the odor from the market. Ms. Heidelberg opposes the expansion.

Richard Dockett, 6844 Crest Ave. He wanted to ditto the speakers before him. Citizens
in the third ward are being disrespected and disregarded. U-City needs to get to the
bottom of these racial and cultural concerns so as not to create a cultural clash. I am
proud to be a part of U-City but there is a divisiveness that is happening in this
community that could tear us apart. We are always talking about Greenspace things
but when it gets to these areas of the Third Ward, the Greenspace goes out the window.
The Third Ward is not the Projects where you just stack people up on top of one
another. I think the Council needs to consider the needs of its citizens in the Third
Ward. He wants to applaud U-City of its social integration, the diversity it has. The
African/American population needs to be brought into the economic mainstream.
Council can’t keep shoving the majority on to the Third Ward, as they are tired of it and
will not continue to be disrespected. We represent the cradle of civilization in University
Page 5
