Regular meeting
August 8, 2005

the far north/northwest corner of this property and that would be a backyard that would
abut this property.

Mr. Wagner wanted to be sure he understood what the City Manger said that there was
only one residential neighbor to this project. City Manager said there was residential on
the north side, maybe one or two residential properties. Notices are sent out to anyone
within 200 feet of proposed residential or commercial. City Clerk stated that notices
were sent out even farther than required area. The GIS, electronic system lists all
residents in 250 feet radius so actually even sent notices to residents that did not abut
the property in discussion.

Ms. Brot asked City Manager if the U-City’s Children’s Center is no longer located there
and was it just an empty house now? City Manager agreed that it was not currently in
use. Mr. Adams said that it will not be used for a while, as it will take a massive amount
of money to bring it to code.

Mr. Wagner said that the Children’s Center should then be registered on our vacant
house ordinance list. The Council does not like boarded up house in U-City.

Mayor Adams said that he was not sure if it is considered a house as it was zoned
commercial. Mr. Wagner said that when you look at it, it looks like a house and you
think it’s a house and it has been used as a house, but it is now zoned commercial. Mr.
Wagner wanted to know if it is not a residential building, does it not have to be on U-
City’s list of vacant houses. Mr. Wagner asked City Manager to research this and give
Council an answer. If it was not, he wanted to be sure it was added.

CITIZEN COMMENTS:

Mae Etta Weston, 1595 Mendell Dr. – a resident for 36 years. She would like to speak
on concerns of Bill 8806, which is the rezoning to expand Seafood City Market. Olive
Street Rd, at one time, offered a variety of shopping options which offered a wide range
of services that area residents could utilize. Most have been replaced with businesses
that do not meet these same needs. Between April 2003 and March 2006, City Scape,
a city publication, listed thirty new businesses along the 1.2 miles section of Olive Street
Road, between North & South Rd. and McKnight Road. Of the thirty, 15 percent or a
full 50 percent of these were businesses owned by, operated by, or cater to an Asian
consumer. There are currently 39 Asian businesses operated in this section. China
Town Square is advertising the addition of three new 1000 sq ft units. In spite of
resident’s complaints, Olive Farmers Market is expanding and building a new three
story retail/residential property. Of the thirty new businesses, spoken about earlier,
eight were Asian restaurants, groceries, produce stores or seafood market. This area
already has numerous Asian businesses, dealing with the same products. It appears to
me that we have sufficient business of this type already existing. There seems little
need to rezone to accommodate expansion of Seafood City. What we do have is a
Page 4
