Regular meeting <br />August 8, 2005 <br /> <br />Mr. Ollendorff explained the Public Hearing was on the proposed rezoning of lot that <br />has just been described. It is currently zoned Single Family, SR. The Plan Commission <br />and Planning Staff recommended that it be rezoned to General Commercial. By doing <br />this, the University City business could expand. Then after the Public Hearing, the <br />Council could act on the City Clerk’s agenda item. <br /> <br />Mayor Adams declared the Public Hearing Open. <br /> <br />Mayor Adams asked the proponent to come forward and speak on his plans. Then the <br />citizens will be called upon to speak on this agenda item. <br /> <br />Lee Mak, from Mak Architect, 8320 A Olive, represented the owner of Seafood City. <br />Four months ago, Seafood City owners came to him stating that they have run out of <br />warehouse space and want to add an addition on to the back. Mak Architect started <br />research with the Plan Department to find out that the rear parcel of the lot they own is <br />zoned residential. This was not known to the owner at the time of his original purchase. <br />Mr. Mak told owner that he first would have to have the real parcel zoned commercial <br />before he could expand. One thing he would like to point out is that a portion in the rear <br />of the existing building is already on the back parcel of the residential lot. Seafood <br />City’s building is a little more than 8,000 square feet with Olive frontage. The back lot is <br />just a vacant area that is used for parking or is a wooded area. <br /> <br />Ms. Brot told Mr. Mak that she always sees cars there; they must have a lot of good <br />fish. Ms. Brot asked if Mr. Mak had a drawing to show Council, of what this warehouse <br />would look like. Mr. Mak showed the Council his proposed architectural drawings, <br />explaining existing areas used and where the warehouse and additional 13 parking <br />spaces would go. We are proposing a sight-proof-fence at rear. Mayor Adams asked if <br />Mr. Mak could show where the line is between the zoned commercial and the zoned <br />residential was, which was shown on his drawing. Mayor Adams asked if somebody <br />wanted to build a single family house on the lot in discussion, would there be an <br />entrance to it other than through the commercial establishment in the front. Mr. Mak <br />said that would be the only way to get to the rear lot would be through the existing front <br />lot. <br /> <br />Ms. Colquitt always asked new businesses requesting to expand if the owner talked <br />with the residents having property that will be butting up to the business’ property. Mr. <br />Mak did not understand question due to difficulty in understanding English. Ms. Colquitt <br />then addressed the City Manager, and wanted to know if residents that would be <br />affected were notified of a Public Hearing. City Manager was not sure, but City Clerk <br />assured him that notices were sent. Ms. Colquitt asked if Mr. Mak actually met with <br />neighbors that warehouse will be abutting up to. Mr. Mak personally did not talk with <br />any neighbor. Mr. Ollendorff said that there were no houses on the east which would be <br />the primary neighbor(s), there are no houses in the rear and, on the West, is the former <br />University City Children’s Center.
