The contract was awarded to lowest bidder, Micro-surfacing,
Inc. for $219,004.68.

Mr. Ollendorff recommended all of the items, in the Consent Calendar, for approval.

Motion was made by Mr. Wagner to approve and was seconded by Mr. Sharpe.

The motion carried unanimously.

AGENDA #2 – Site Plan 7733 Olive

Site Plan submitted for Council - 7733 Olive, Seafood City Market. The Market wishes
to expand into vacant lot in rear of existing business, a landlocked parcel to the north.
The plans have been reviewed and appear to meet all of our zoning requirements and
standards. Mr. Ollendorff recommended approval, subject to usual conditions regarding
liter, odor, and various nuisance issues.

Mayor Adams asked Mr. Ollendorff that since we have a Public Hearing on this location
on the next agenda item, if the public hearing should be held first. Mr. Ollendorff stated
that it was not necessary, as long as it was understood that the approval of the Site
Plan was subject to the zoning bill being approved later. Mr. Ollendorff agreed that it
was a little awkward because the was on the City Clerk’s agenda, which is toward the
end of the meeting, whereas the Public Hearing on the Site Plan was on the City
Manager’s agenda, at the beginning of the meeting. Mr. Ollendorff said if the Site Plan
was approved, it should be understood that the Site Plan will be null and void if Zoning
Bill fails. Mayor Adams said he felt uncomfortable approving the Site Plan without
listening to the citizens, if there are citizens here to speak on this item. Mr. Wagner
agreed with Mayor Adams.

Mayor Adams called the Public Hearing to order. Mayor Adams asked Mr. Ollendorff to
go the Public Item #3 and then Council will come back to Item #2.

AGENDA #3 – Public Hearing on Rezoning 7733 Olive

Page 2
