<br /> <br />MINUTES OF UNIVERSITY CITY COUNCIL <br />SPECIAL SESSION <br />September 8, 2009 <br /> <br /> <br />The Council Special Session, held in the EOC room of the City Hall, on Tuesday, <br />September 8, 2009, was called to order by Mayor Adams at 7:30 a.m. In addition to Mayor <br />Adams, the following members of the Council were present: <br /> <br /> Mr. Michael Glickert <br /> Mr. Arthur Sharpe, Jr. <br /> Mr. Terry Crow <br /> Mr. Robert Wagner <br /> Ms. Lynn Ricci <br /> Mr. Byron Price <br /> <br />Also present were the City Manager Julie Feier and the City Attorney John Mulligan. <br /> <br /> <br />The special session’s agenda was for handling of three nominations to Boards and <br />Commissions, second and third readings for passage of Bill 9048 on Conflict of Interests <br />and for discussion and passage of the 319 Water Quality Project-storm water pond @Ruth <br />Park Golf Course, pulled from the consent calendar at the August 31, 2009, Council <br />meeting. <br /> <br />APPOINTMENTS: <br />1. Marc Jacob was nominated to the Redevelopment of Olive and I 170 corridor <br />Joint Task Force of University City and Olivette by Michael Glickert and was <br />seconded by Mr. Crow. <br /> <br />Mr. Price asked Mr. Glickert why he did a credit check on the name he was <br />nominating to this task force. Mr. Glickert responded that he did a credit <br />check on all nominations on this agenda. He noted that with the internet, it is <br />quick and easy to do. Mr. Price asked if he did a check on all boards and <br />commission members and he stated no because the availability of this <br />information on the internet was relatively new. <br /> <br />Debate persisted back and forth until Ms. Ricci called for a Point of Order <br />based on personal attacks and continual interruptions. Mayor Adams asked <br />what the personal attack was and she stated it was Mr. Price saying “Mr. <br />Glickert you are now playing dumb.” Mr. Price stated that if his nominee <br />does not get approved, he is demanding credit checks be done on every <br />commission member. <br /> <br />Mr. Crow Called for the Question. <br /> <br />Debate continued until Call for the Question was asked for again by Mr. <br />Crow. The nomination of Mr. Jacobs was unanimously approved. <br /> <br /> <br /> <br /> <br />
