Rodney Jennings was nominated to the Redevelopment of Olive and I 170 <br />corridor Joint Task Force of University City and Olivette by Byron Price and <br />was seconded by Mr. Sharpe. <br /> <br />Ms. Ricci raised a question as to the nominations eligibility according to <br />Article XII subsection 117 of the Charter which states “Persons in arrears for <br />City taxes is prohibited from holding office. No person should be elected or <br />appointed to any office or employment who is in arrears for any city taxes.” <br /> <br />After much discussion it was determined that the Council would have a study <br />session on requirements of Commission and Board applicants. <br /> <br />Mr. Jennings nomination was approved by the majority with three NAY votes <br />from Mr. Glickert, Ms. Ricci and Mr. Wagner. <br /> <br />3. Linda Fried was nominated to the Urban Forestry Commission by Mr. <br />Glickert, was seconded by Mr. Crow and was unanimously approved. <br /> <br />UNFINISHED BUSINESS <br />1. BILL 9048 – An ordinance to establish a procedure to disclose potential <br />conflicts of interest and substantial interest for certain Municipal Officials <br /> <br />Ms. Ricci stated that this ordinance is identical to the one passed in 2007 and <br />it is not working. She passed out the disclosure statement form of the state <br />of Missouri and encouraged everyone to fill one out. <br /> <br />Mr. Crow stated that any Councilmember should feel free to fill out a <br />disclosure form to supply additional information that might in the future <br />appear to be a conflict of interest. <br /> <br />Mr. Wagner moved for approval and was seconded by Mr. Sharpe. <br /> <br />Roll Call Vote was: <br />AYES: Mr. Price, Mr. Wagner, Mr. Crow, Mr. Sharpe, and Mayor Adams <br />NAYS: Ms. Ricci and Mr. Glickert <br /> <br />Bill 9048 became ordinance 6793 <br /> <br />2. 319 Water Quality Project-storm water pond @ Ruth Park Golf Course <br />This was taken off the consent agenda at the August 31, 2009, Council <br />meeting. <br /> <br />Mr. Sharpe moved for approval and was seconded by Mr. Wagner. <br /> <br />Ms. Ricci was still concerned about it not being approved by the Parks <br />Commission, according to the Municipal Code 2.14.060. It states, “Certain <br />ordinances to be referred to Commission prior to consideration by Council. <br />No ordinance pertaining to the parks department or the recreational activities <br />of the city shall be considered by the council without first referring the same <br />to the park commission and receiving its recommendation with reference <br /> <br /> <br />
