Session 1683, Minutes <br />November 18, 1996 <br /> <br />Page 7 <br /> <br />which is a bed-and-breakfast by referral only, was not in compliance with the Zoning Code. She asked <br />what she could do to comply. <br /> <br />Mr. Schoomer said boarding houses are strictly prohibited under the City's Zoning Code, and there was <br />no way currently to make a distinction between a bed-and-breakfast and a boarding house. He said if <br />Ms. Hoffman had language to suggest that would permit amending the Code, she could present it to the <br />Plan Commission and ask them to consider recommending a change. Mr. Lieberman suggested that Ms. <br />Hoffman acquire information from jurisdictions that permit bed-and-breakfasts to see how they are <br />regulated; she could then meet with the City Manager who could advise on the next step. Ms. Hoffman <br />said she is in the process of obtaining information from several cities. Mr. Wagner was concerned about <br />possible parking problems with neighbors. Ms. Hoffman said she can provide off-street parking for <br />guests. Mr. Ollendorffsaid he would contact Ms. Hoffman to discuss this matter and see if changes are <br />possible. Mr. Wagner asked Mr. Ollendorffto be sensitive to the requirement for off-street parking <br /> <br />Mrs. Elsie Glickert, 6712 Etzel, noting that University City has a non-partisan government, asked how <br />the City justified spending tax dollars for the visit here of President Clinton. Mayor Adams said all <br />expenses were covered by the campaign account and the U.S. Treasury Secret Service account. In re- <br />sponse to Mrs. Glickert, Mr. Ollendorff said the police expenses have not yet been reimbursed by the <br />Treasury, but the campaign portion has been paid. The total cost was about $3,000. Mrs. Thompson <br />said she was very surprised by Mrs. Glickert's objections, noting that many other communities would <br />have liked the President to visit in their municipalities, and she felt it was an honor that University City <br />was chosen. <br /> <br />BILLS FOR SECOND AND THIRD READINGS <br /> <br />BILL NO. 8302 - FIXING DEFERRED COMPENSATION TO BE PAID TO CERTAIN FIRE AND <br />POLICE OFFICIALS FROM AND AFTER DECEMBER 1, 1996. <br />Bill No. 8302 was given its second reading. <br /> <br />Bill No. 8302 was given its third reading. <br /> <br />Mr. Wagner moved adoption. Mr. Munkel seconded. The roll call vote was as follows: AYES: Coun- <br />cilmembers Ware, Munkel, Wagner, Lieberman, Schoomer, Thompson, and Mayor Adams. NAYS: <br />None. Bill No. 8302 became Ordinance No. 6084. <br /> <br />BILL NO. 8303 - VACATING THE RIGHT-OF-WAY OF THE 1400 BLOCK OF HARRISON AVE- <br />NUE, BUT RESERVING PUBLIC UTILITY EASEMENTS, AND DIRECTING THAT THIS ORDI- <br />NANCE BE RECORDED IN THE OFFICE OF THE ST. LOUIS COUNTY RECORDER OF DEEDS. <br />Bill No. 8303 was given its second reading. <br /> <br />Bill No. 8303 was given its third reading. <br /> <br /> <br />
