The development shall be in substantial compliance with the Preliminary Site Plan Sheet C 1.1 pre- <br /> pared by Kuhlman Design Group, Inc., and dated 7/03/96, revised 10/14/96. The exterior finish <br /> materials for the buildings shall be face brick. <br />6. The development shall be in substantial compliance with the memorandum from Dave Fontana to <br /> Jerry Pratter dated November 14, 1996, including written additions to that memo initialed by Jerry <br /> Pratter and Frank Ollendorff (copy attached hereto and incorporated herein by reference). <br /> <br />Mr. Wagner moved approval with all conditions. Mrs. Thompson seconded the motion. <br /> <br />Mr. Lieberman said he understood there would not be an entrance on Olive at Bartmer. Mr. Ollendorff <br />said an entrance would be put there only if Council approved it later as part of an outlot development. <br />Mr. Lieberman asked what kind of control the City would have over the selection of the four additonal <br />retail stores. Mr. Ollendorff said they would have to meet the City's commercial zoning requirements <br />and no larger than what is shown on the site plan. A typical retail use would not require Council <br />approval, however, any food service, automotive use, or liquor sales would need such approval. <br /> <br />All voted Aye. <br /> <br />The City Manager thanked Schnuck's for working so cooperatively with the City on this development <br />plan, noting that they proposed some costly but nice improvements, and made every effort to respond <br />to the concerns and suggestions made at public meetings by citizens from nearby neighborhoods. <br /> <br />RELOCATION POLICY <br /> <br />The City Manager said under Missouri law, provisions must be made for relocation of residents and busi- <br />nesses if they are dislocated by certain development projects. He recommended adopting the Relocation <br />Policy that Council received dated November 18, 1996, even though currently planned projects like the <br />Schuck Markets T.I.F. plan do not involve relocation. Since this policy is referred to in the T.I.F. bills <br />that will be given first reading later in the meeting, he asked that this item be added to the Agenda. <br /> <br />Mr. Wagner moved to add this matter to the agenda. Mr. Schoomer seconded, and all voted Aye. <br /> <br />Mr. Wagner asked if it is necessary for Council to approve any relocation plan that became necessary, <br />even if this Relocation Policy is already in place. Mr. Ollendorff said that was correct. <br /> <br />Mr. Schoomer moved approval of the Relocation Policy. Mr. Munkel seconded the motion, which car- <br />ried unanimously.
