Mr. Ollendorff said they will receive it. <br /> <br />All voted Aye. <br /> <br />PUBLIC HEARING - LAW ENFORCEMENT BLOCK GRANT <br /> <br />The City Manager said a public hearing was scheduled for 7:30 p.m. this date and place to give citizens <br />an opportunity to comment on the City's application for a U.S. Department of Justice Local Law En- <br />forcement Block Grant of $60,278. In the past, such grants have funded additional police officers, but <br />the current grant is for special assignment overtime, a computer, communications equipment and police <br />office equipment. Following the public hearing, approval was recommended. <br /> <br />Mayor Adams opened the public hearing at 7:45 p.m. There were no requests to speak, and the public <br />hearing was closed at 7:45 p.m. <br /> <br />Mr. Munkel moved approval, and Mr. Schoomer seconded the motion. <br /> <br />Responding to Mr. Lieberman, Mr. Ollendorffsaid the City budgeted this year for the police officers and <br />alllied costs funded by a previous grant; this new grant will pay for radio and other equipment which was <br />not budgeted. <br /> <br />Mr. Munkel asked if the computer included in this grant application is different than the police computer <br />in the previous agenda item. Mr. Ollendorffreplied affirmatively. <br /> <br />Mr. Wagner called the question, and all voted Aye. <br /> <br />SITE PLAN - SCHNUCK'S. 1000 PENNSYLVANIA <br /> <br />The City Manager said the City Council gave preliminary approval at the October 21, 1996, meeting <br />to the site plan submitted by Schnuck Markets for a new development. He recommended approval of <br />the revised site plan, which has been agreed to by Schnuck's and includes the following conditions: <br /> <br />1. This approval does not include the development ofoutlots. The development and use of these sites <br /> must be approved separately under the site plan review and conditional use procedures of the Zon- <br /> ing Code. <br />2. The location of the west drive on Olive shall be restudied and final location shall be determined un- <br /> der the site plan review or conditional use for the development of the west outlot. <br />3. Portland cement curbs shall be used throughout the project. <br />4. Landscaping shall be installed and maintained in substantial conformance with the Planting Plan L-1 <br /> prepared by Austin Tao & Associates, Inc., dated 10-15-96. The applicant shall install additional <br /> plant material if required by the Planning Director in order to adequately screen utilities and service <br /> <br /> <br />
