Session 1681, Minutes <br />October 21, 1996 <br /> <br />Page 4 <br /> <br />screening utilities and service areas may be required, that the west drive on Olive opposite Bartmer not <br />be approved at this time, that the approval does not include the development ofoutlots at the northeast <br />and northwest comers of the site, that carry-out or drive-through food service facilities are discouraged, <br />and that all development shall be in substantial compliance with the revised site plan dated October 14, <br />1996, and the landscape plan dated October 15, 1996. <br /> <br />Mr. Schoomer moved preliminary approval of the site plan including current conditions. Mr. Wagner <br />seconded the motion, which carded unanimously. <br /> <br />SITE PLAN EXTENSION - 560 TRINITY <br /> <br />The City Manager recommended extending the St. Louis Symphony Community Music School use <br />permit allowing the facility to be utilized for church services. Approval should be with all conditions in <br />the original permit issued November 8, 1995, except that the expiration date should be extended or de- <br />leted. No adverse consequences have been reported, therefore, it appears the expiration condition may <br />be deleted. <br /> <br />Mr. Wagner said there had been complaints but he thought they had all been addressed. Mr. Ollendorff <br />said that was correct--earlier parking problems have been resolved. Mr. Wagner felt it would be best <br />to extend the permit by just one year, and he moved approval with that proviso. Mrs. Thompson <br />seconded, and all voted Aye. <br /> <br />Mr. Ollendorff said an item was inadvertently left off the agenda, adoption of the recently revised <br />Council Rules. Mr. Wagner moved to add this matter to the agenda. Mr. Schoomer seconded, and all <br />voted Aye. <br /> <br />ADOPTION OF COUNCIL RULES <br /> <br />Mr. Lieberman felt the Council Rules, as revised by suggestions from several councilmembers, were ap- <br />propriate and should be adopted. <br /> <br />Mr. Schoomer said he was in substantial agreement with the Rules, noting that they could be amended <br />later, if so desired. He moved approval. Mr. Ware seconded the motion, which carried unanimously. <br /> <br />PERSONNEL REPORT <br /> <br />The Personnel report for the week ending October 18, 1996, was received and ordered filed. <br /> <br />RESOLUTION - METROLINK EXTENSION <br /> <br />Mayor Adams said Mr. Lieberman has proposed a resolution specifying what the City will require if a <br />MetroLink spur goes through University City. The Mayor said he requested two additional points in <br /> <br /> <br />
