Session 1681, Minutes <br />October 21, 1996 <br /> <br />Page 3 <br /> <br />Mr. Elliot Kochmann, 7161 Pershing, suggested this business would fit in well and be good for the <br />neighborhood, and that parking would be sufficient as the lot is rarely full. He said several nearby coffee <br />shops also had limited parking, but seemed to do well. Also, the operating hours do not conflict with <br />other businesses in the shopping center. He urged Council to approve. <br /> <br />Mr. Jeffrey Hartnett, 7044 Waterman, opposed the coffee house because of heavy traffic in the area. <br />He suggested Waterman was used more than the other streets in the neighborhood, and adding a new <br />business will only increase the traffic. He would not object to the coffee house if there were some way <br />not to increase traffic on Waterman. <br /> <br />Ms. Maryann Shephard, 7015 Pershing, said the immediate neighbors of the shopping center are con- <br />cerned about the business that locates in the vacant site because of traffic problems and lack of adequate <br />parking. She said the neighborhood will oppose the coffee house if it is felt most of the patrons will <br />arrive by car rather than on foot; however, it could be an asset, especially with restricted evening hours, <br />if most patrons walk to the site. <br /> <br />Ms. Rose Balestreri, 7033 Pershing, said she did not understand why a business such as a coffee house <br />would even be considered in view of past experiences with restaurants at this location, especially with <br />so little parking available. She urged Council not to approve the site plan. <br /> <br />Mr. Schoomer reminded Council that the previous restaurants provided valet parking and did not bear <br />the full brunt of parking requirements; however, the parking lot was still saturated when the restaurant <br />was open. He also felt that most patrons would arrive by car and stay longer than they would if eating <br />a meal. He did not feel the site was appropriate for a food service of any kind. He recommended that <br />the owners seek a tenant with much lower impact. <br /> <br />Mr. Wagner said he clearly recalled the severe parking problems at this site, and would not want to see <br />that happen again. He agreed with Mr. Schoomer and the City Manager that the site plan should not <br />be approved. <br /> <br />Mr. Schoomer moved denial and Mr. Wagner seconded. All voted Aye except Mrs. Thompson, who <br />voted Nay. <br /> <br />SITE PLAN - 1000 PENNSYLVANIA <br /> <br />The City Manager recommended preliminary approval of the site plan submitted by Schnuck's Markets <br />at the old Mercy High School site with the understanding that additional conditions resulting from a <br />meeting with neighbors may be added later. City staff has reviewed the plan in detail with the applicant <br />and a number of changes were made to satisfy City concerns. The applicant has submitted a detailed <br />landscape plan since it is very important for visual protection of neighboring properties. The plan was <br />also reviewed by State Highway Department officials and found to be acceptable from a traffic stand- <br />point along Olive. Recommended conditions include all concrete curbing, additional plant material for <br /> <br /> <br />
